I think the reply is quite clear and, in fact, reflects my thinking exactly, which is what I wanted to do. In talking to Ellen, who has been fielding a number of these inquires, she thought we really ought to say something to the employees because there is a fair amount of speculation going around. Consequently, she has drafted the attached. It doesn't quite capture the way I think, and may suggest that we are discussing this issue and will be on a current basis in the coming months, when in fact, we are not, nor, I expect, will we. I really think we need to spend six months or so after April to assess the practical effects of the bill and do some fairly detailed research ourselves as to what the issues are. My thinking is that by the end of the year, we should be able to form a sensible solution as to what would be the right thing to do. By then, we might also have some better idea of possible state preemption in New York and Connecticut. It, therefore, occurred to me that if we all agree that there is a need to say something to the staff, would it make sense to circulate the copy of my letter to the Mayor with the accompanying note: Bear in mind, the press etc. will get it.
