I am enclosing the latest Washington Legal
Foundation Legal Backgrounder, which addresses the
federal government's latest effort to single out the
tobacco industry for unconstitutional regulation.
In, "Project 'ASSIST': Federal Funds For Speech and
Behavior Control," Jonathan W. Emord, a noted First
Amendment scholar, points out four good reasons for the
elimination of the new ASSIST project, which include:
its flagrant disregard for the First Amendment of
the Constitution,
its violation of equal protection rights,
its misalloction of federal funds for the purpose
of state-level lobbying, and
its unnecessary waste of federal funds that will
add $115 million to the national debt.
Bob, WLF will be sending this important educational
document to Administration officials, the leaders of the
Department of Health and Human Services (HHS), key
members of Congress and their staffs, and a variety of
other opinion and influence leaders. If you think there
