The economic impact of the ho-re-ca sector • With 57% of the total turnover, the ho-re-ca sector is by far the largest component of the tourism industry • The ho-re-ca sector employs 50% of total employees in the tourism sector The indirect employment is even greater. The operating conditions of the businesses thus have a major impact on EU employment and consequently on the overall European economy. The European ho-re-ca sector is already excessively regulated At European Union level alone, the hospitality industry is facing over 100 different legislative issues which ultimately have a financial impact on businesses and, consequently, could be a hindrance to the development of the sector. One such issue is the threat to the ho-re-ca industry from an increasing trend to regulate smoking in public places, including restaurants. At European Union level, Council Resolution (89/C 189/01) which "encourages member states to ban smoking in public places" provides a non-binding, yet restrictive framework. The ho-re-ca sector has always adapted to customer trends and has long established information programmes on accommodating the preferences of smoking and non-smoking customers.
