ACCOMMODATION European examples of self-regulation accommodating smokers and non-smokers at the workplace and in public places (HoReCa) An approach to smoking at the workplace and in public places that recognises the preferences of both smokers and non-smokers makes good management and business sense. Numerous examples show that self-regulation, rather than restrictive, inflexible government regulations is the best approach to the smoking issue. • This sections provides evidence that the HORECA sector, and workplace interests (employers and unions) in Europe are capable of accommodating both smokers and non-smokers through self-regulation.
