COMMUNICATIONS ACTIVITY REPORT Week Ending 1 /6/95 MEDIA AFFAIRS ACTIVITIES Regional GA Support NYC/NYS - Met with NYS Preemption Team to discuss plan, strategy and next steps for NYS Preemption and closing the loop on NYC with the 1/10 Mayor's hearing. Working with Burson NY to coordinate media interview up to and day of hearing and managing Yoswein Communications efforts to sign up restaurateurs to testify. Had Y&R put together sample media plan for NYS Preemption advertising to be submitted to TI as part of overall plan/budget in the event that advertising is the communications vehicle of choice. Advertising Developing an ASK FIRST/IT'S THE LAW ad for the Ohio Grocer's Association Winter directory. OGA is main supporter of AF/ITL program in Cincinnati. Awarded PM USA Media Affairs media placement for advertising program to Cedar Forest Advertising, Inc., who submitted a proposal that would save PM USA several hundred-thousand dollars a year. Y&R also bid for the job and for cost reasons, we opted to go with Cedar Forest. Y&R will, however, continue to do creative development for Media Affairs and the rest of the department. Reuben Smith Associates was informed of the decision. Marketing Support Participated in Project Thunder meeting and discussed role of corporate Affairs in overall project and next steps. Contacted GA Regional Directors with new itinerary to review for potential trouble spots. Developing press release and kit to send to trades and key marketing/ad writers on MCS II and other new premium and discount promotions. Preparing presentation on tobacco issues and media responses for '95 Marlboro Racing PR affiliates. Meeting with Events Marketing.

2 Ask First/It's the Law Corporate Affairs Council Other Media Calls Meeting with Media Planning to create press materials to publicize new PM USA "Best of the Billboards" (B.O.B.) contest with the trades. Reviewing/finalizing draft plan from Burson, Pittsburgh for AF/ITL in Cincinnati. Plan will include PSAs and proactive solicitation of ed boards and major media outlets in model market. Beginning to discuss elaborated plan for national roll- out program with Burson, DC. Attended CA Council Meeting and discussed the Media Lobbyist Network and how it will function. CA Council agreed to meet with CA Directors next week to discuss its role in improving communication and coordination. Preparing briefing book, on tobacco issues responses/arguments and news coverage, for media lobbyists network. Working with PMI and C. Purcell to prepare year-end summary of tobacco issues. Working with Legal on master and project agreements for media lobbyists network. Renewing '95 contracts with Burson, Circulation Experti and Reuters.
