This conference was organized jointly by the Swedish Ministry of Health and Social Affairs and the Swedish Kational Smoking and Health Association, which is a WHO Collaborating Centre. It was co-sponsored by the World Health Organization~, WHD, and four non-governmental international organizations. The scientific sessions were opened by a key-note presentation by dr H Mahler, Director General, WHO. At t'~he closing session of the conference, it was resolved that the Fourth World Conference on Smoking and Health fully endorses the recortnendations contained in the report, published in 1979, "Controlling the smoking epidemic", submi'tted' by the 1978 WHO Expert Committee on Smoki'ng Control. According to tihe request of the conference, we are hereby transmitting the above state~~nent to you and to the Health Ministers of al!l other WH0 Member States. The recornmendations in question are reproduced in the enclosed folder. T!hey are based on~the recommendations of the 1974 WHO Expert Committee on Smoking and its Effects on Health (section I of the folder) to which a number of new recommenda- tions have been ad'ded, addressing themselves to changes i'n the si'tuation, particu- larly in the area of smoking control in developing countries (section II of the folder). Since it was pointed out i'n the WHO Report that these recommendations are for the ad'vice of governments, not merely their health departments, we would kindly ask you to transfer them to pertinent other ministers of your government. It was stated as one of the goals of the Fourth Wor1d Conference on Smoking~and Health that it would promote the development and world-wide adoption of effective strategies for smoking control. We feel confident that you wil~l be lending most valuable support to the attainment of this goal.
