We acknowledge receipt andlthank you for your letter of 27th June.
1985, which arrived only on the 8th July and after consulting with
our Research.and Devel'opment experts at Neuchatel in Switzerllandl, we
would wish to make the fotlowing comments:
As far as we can judge, the analytical'analysiis of'our cigarettes
MARLBOROland PMSL by the method ISO 3308 using the BORGWALDT RM20 CS
machine is correct. This method i's used throughout the worldland has
been accepted by the Ministry of Heallthiirr France based on analyses
carried out at Laboratoire National d'Essai.s.
Consequently, we are very surprised to note that you intend to use
for the PMSL cigarettes a new test metho&based on studiles conducted'
by Lynn KOSLOVSKI.
Before considering certain technical elements of this method, we wish
to draw your attention to the fact that a new method which is not
accepted by the Ministry of Health, could only create confusion amongi
the consumers. We aire convinced that this is not the goali or
intention of your Institute as its mission and primary objective is
the protection of consumers.
As you know, when comparative tests of products are carriiediout, it
iis essential to~apply identical criteria for all the tests. The
choice of whichever parameter for certain products, in addfition to~
the standard parameters, would automatically lead to confusion.
KOSLOVSKI in tfie., RWSSIEL in Erng;laindi and allso otfier scientists,
have introduced the concept of compensation in relation to the
absorption of nicotine contained in cigarette smoke. The phenomenon
of compensation has often claimed but has never yet been proved in a
scientifiic manner.
Im effect, one ha~s been able to observe in tests that although the
absorption of nicotine varies from one individual to another, taking
into account many factors, the average absorption by indiviidualls
increases as the standard delivery of the ciigarette increases but not
in a totally linear manner.

The absorptiion, of nicotine by a smoker depends principatly on the
very complex physiology of the absorption of nicot'fne, of the
metabolism of the niicotiine and excretion, of nicotine and its
metabol i'tes.
The values on which these characteristics are based vary enormously
from one individual to another and depends equally oni the
physiological state of the smoker. The inflluence of mechanical
characteristics on the absorption of the nicotine is of secondary
importance. This is the~reason why the choice of non standa!rditests
(KOSLOVSKI method) of theĀ- parameters of smoke willl not be understood
by the consumer. Furthermore, each individual constituent of the
smoke has ai specific absorption characteristic in each individual
varies enormously from one constit'uent to another.
For the reasons cited above, we must insist that you only publiish the
results registered following the.standard method ISO 3308, the
international method recognised by the French Government and also by
the Laboratoire Natiionat d'Essais.,
