We are:proud of'the outstanding growth record of our cigarette
business. Sales a'nd income increases have continued unbroken
for more than.30 years and,have made us one of the world's
largest and most successful corporations.
Cigarettes are legally sold and consumed in every country in
the world. However, we recognize that smoking is controver-
sial. There is nothing new about this; smoking has had its
detractors for hundreds of years. Recently, environmental
tobaccoismoke has become an issue. I am satisfied that
environmental tobacco smoke poses no hazard to a healthy
non-smoker, and that no persuasilve:scientifi'c or medical
evidence exists to contradict this beli'ef.
But we recognize that environmental tobacco smoke has come
to represent a psychological or physical irritant to some
non-smokers, and that some people feel under social pressure
when they smoke.in public places.
On April 6, 1988'a smoking restrictions law will take effect
in.New York City. Philip Morris offices in thie city, in
common with those of other tobacco businesses, are
specifically exempted from the requirements of the new law.
Although our premises are exempted, we are publicly committed'
to seeking accommodation for smokers and non-smokers alike.
Except in,areas where smoking is prohibited by state fire
regulations, we are opposed to any form of smoking prohibition
in offices or in.other public:p.rem;ises. We are not opposed N
to voluntary separation of smoking and non-smoking areas in 4=,
such premises, in part because.we recognize that many N
smokers welcome the specific identification of smoking CAareas.
The attached notice, which is going to all Philip Morris
Companies employees in New York City, is being issued to
make clear our position in light of the new New York City'
law.
