Enforcement ~ The City's experience --and other cities have generally reported the same experience --is that a large majority of the public will gladly com- ply voluntarily with posted no-smoking,reguda- tions; provided!that the~myulations are reasonabiee and provided that'siqns ere clearJy posted. The San D'iego ordinance requirerthat'. "No Smoking" signs be clearly, and conspicuously posted'in every rooml building or other location covered by the ordinance. If'signing is not-ed%~uate; this shouid be reported to the City Department of' Citizens Assistance and Informaition: Business establish- ments have oooperated with the requirements for signing when problems of this nature have been, called to their attention by the public or by the City, Owners and operators of'businessrs in which no4moking regulations appiy aresiso requiredlby th. ordinance to notify anyone violating the no-snwking, araas that they are in violation.. Violations are subject to fines of "not loss than ten dollars ($1I0) nor more than one hundred dollrrs ($100)." But it is not finerthat'wiil make the ordi+ nance work. It is sufficient signing;to make sure that' the public knows where smoking is not allowed; and it is voluntary compliance by smokers who respect the rights of others in, locations where people are required to be in close confinement.
