JANUARY - MAY 1992
FISCAL
Produced video on the impact of excessive tax increases in
Canada, U.S., EC and Ecuador for use as case studies for
Regional lobbying efforts.
Prepared and arranged tax briefing for consultant retained
to find out how tax system and new monopoly structure
operates in the PRC.
Provided information on tobacco tax revenues, total
revenues, tax structures, changes to tax structure and
supporting public policy statements in 15 countries for use
in tax submission to the Indonesian government.
Evaluated Philippine tax situatioA in light of GATT waiver
expiration. Provided comments/arguments on laws proposed by
GOP to Region/market.
Began search for new tax experts to serve as third party
advocates in support of PM tax objectives.
Participated in Thai Excise Department briefings in
Richmond; explained U.S. youth and trademark campaigns and
discussed proposed Thai labelling regulations.
Commissioned study of tax burdens on variety of consumer
products in Canada.
Assisting EC in developing proposal for tax stamp printing
system.
Informed Regions of significant tax changes in New Brunswick
and Argentina.
Handled multiple requests for Regions on tax issues, such
as;
Information to Thailand on U.S. prices to
avert dumping charge.
U.S. tax comparison/calculations for
Korea to fight possible increase.
Information on pricing and consumption
(Hong Kong, Canada, New Zealand).
Commissioned journal article on ad valorem vs. specific
taxes.
Developing plans to reopen discussions with International
Monetary Fund (IMF) on ad valorem taxation.

Developing response plan to World Bank concerning their
policies on tobacco.

over 30 of our key markets.
Developing grassroots taxpayers' associations via the
International Taxpayers' Association.
Developing study to assess true impact of tax increases on
consumption in Canada.
MARKETING
Analyzed various marketing codes including drafts of
EC/CECCM code, and proposed Hungarian code.
Addressed symposium in Poland on necessity of free press at
seminar organized by U.S. government.
Developing plan on international womens' issues to rebut
allegations that we "recruit" smokers among protected
classes in developing countries. The plan includes
recruitment of experts in academia and identifying and
approaching leading international womens' associations to
adopt free choice positions consistent with emerging
economic independence.
Commissioned and produced brochure to rebut advertising and
consumption claims contained in the New Zealand government
Toxic Substances Board Report, which is often used by critic
groups to promote advertising bans.
Developing video to defend commercial free speech which
will include experts from various fields and countries
discussing importance of advertising and sponsorship.
Organized and participated in the International Chamber of
Commerce seminar on freedom of speech and advertising:
Warsaw (setup by PM).
Spearheading International Chamber of Commerce drive to gain
non-governmental observer status with WHO. Long term plan
is to have an impact on WHO policies on business.
Work on International Chamber of Commerce Sponsorship Code.
Coordinating Leo Burnett activities developing freedom of
commercial speech.
Reviewed CECCM-sponsored academic journal article on
cigarette consumption trends, to ensure consistency with
materials submitted to the Government Accounting Office
( GAO ) .

Involved in the production of the publication Freedom of
Expression, by John Luik, concerning the Canadian court
reversal of the Canadian.advertising ban.

Compiled international cigarette consumption data (total and
per capita) for over fifty markets (1980-1990) which is used
for GAO and topical requests from the Regions, planning and
legal.
ETS - SMORING RESTRICTIONS
Developed PMI plan of activities to be completed by PMI
headquarters, Regions/markets and Science & Technology in
Neuchatel (S&T) staff in order to prepare for Environmental
Protection Agency (EPA) ETS risk assessment publication.
Prepared and distributed ETS issue related materials along
with an extensive bibliography which was developed for
.Region/market use in opposing smoking restrictions.
Evaluated the role of S&T in conjunction with S. Parrish,
J. Charles, EC and EEMA Corporate Affairs to ensure that
EC/EEMA ETS needs are being met.
Coordinate inter-company strategy on major ETS issues with
BAT, R. J. Reynolds, Imperial, Rothmans and Reemsthma.
- Prepared the first ever inter-company press
statement on EPA risk assessment draft; Developed ETS
argumentation papers; ETS video on weak science; and
commissioned various scientific research projects
concerning ETS.
Developed plan to better utilize ETS consultants in all
Regions.
Investigating International Labor organization (ILO) as a
forum for presenting workable solutions to workplace -
smoking.
Orchestrated and implemented long term plan to avert a
global airline smoking ban promulgated by the International
Civil Aviation organization (ICAO). Plan involves links
within ICAO in order to ascertain emerging positions and to
secure favorable votes on the issue by member countries.
Provide regular information on international and U.S.
developments with respect to workplace smoking restrictions
in reference to workers' compensation.
Developing plan to evaluate international insurance
practices and their impact on smoking in the workplace.
Developing model workplace policy for PMI Regions/markets as
an alternative to bans.

TRADE
Prepared issue briefing mate'rials prior to U.S. Taiwan trade
talks in anticipation- of public controversy based on
anti-smoking export advertisement.
Worked on revision of GATT anti-dumping code through support
and frequent briefing of Washington-based trade group.
Analyzed brand launch information in Japan for response to
use with THE ECONOMIST.
Provided industry export data for Annual Report.
Prepared extensive documentation for submission to GAO
including various consumption and share data in eight
markets.
Commissioned Price Waterhouse study of 5-year economic
impact of tobacco exports on the U.S. economy.
Broadening support on exports by joining U.S.-based
trademark protection trade association to help us rebut
allegations that we encourage application of cigarette
trademarks on "children's" products, a frequent claim in the
export controversy.
Solicited the opportunity to address Customs Coordination
Council conference in Brussels - a meeting of over 100
national customs officers - in order to present PM's
position on unauthorized use of PM trademark on collateral
goods.
Searching for development expert to assist with high tariff
and tax situations in LDCs.
Prepared white papers on worldwide tobacco.consumption and
U.S. companies' geographical distribution of earnings and
market share.
Prepared trademark video to demonstrate PM opposition of
trademark infringement.
Evaluated impact of Trans-Tasman Pact (Australia and New
Zealand) on duty free business.
Participated in strategy formulation for company on GATT
agricultural accord.
AGRICULTURE
Researching feasibility of global economic impact study of
tobacco growing.

Expanding a brief for the International Tobacco Grower's
Association (ITGA) to improve the ability to defend tobacco
growing, in particular in the FAO.
PACK INTEGRITY
Provided PM Australia with information to oppose labelling
and generic pack proposal.
Calculated percentage of PM total volume, export volume,
U.S. export volume, local manufacture volume, domestic sales
volume and duty free sales volume bearing health warning
labels in 1990.
Oversaw and managed "public" aspect of PM's voluntary
labelling initiative.
CRITIC GROUPS
Organized industry monitoring and evaluation of the 8th
World Conference on Tobacco or Health, in Buenos Aires.
Provide background information to Regions on various critic
groups and their activities such as the release of the 1992
U.S. Surgeon General's Report and arguments to rebut calls
for workplace smoking bans by the World Health Organization
(WHO) "World No-Tobacco Day," 1992.
ENVIRONMENT
Evaluating the impact of the U.N. Conference on Environment
and Development (UNCED) on PMI with respect to packaging and
manufacturing issues.-
Began research on the scope/agendas of global environmental
interest groups and enlist consultants to further PMI
efforts on this project. The objective is to identify long
term environmentally driven threats to the business which
may fall beyond the purview of any one Region/market. '
INFORMATION MANAGEMENT
Oversaw the restructuring and development of Tobacco
Documentation Center (TDC) work programs and objectives..

Developing "issues modules" on all core tobacco issues to
establish consistency and availability of issues
information for all Regions/markets. All modules will
include key arguments, position papers, flash cards
(abbreviated responses), supporting documentation and
bibliography.
Developing a Weekly Highlights database to facilitate
retrieval of events for issues tracking and compiling
market legislative history.
Production and dissemination of international news coverage
favorable to the industry as these articles are used by the
Regions/markets to substantiate our position with
constituents.
Prepared various briefing books as needed; for example,
briefing book for Craig Fuller's Europe trip.
Prepared PMI related Questions & Answers for Company Annual
Meeting.
