The WHO RURO ToH has taken responsibility for initiating
new publications on smoking control within the region.
Recent examples included "Clearing the Air", claimed to be
a guide to successful smoking control strategies around
the worldi and "It Can Be Done" an motion plan for
tobacco control in the European region.

The associatioxs between key individuals in ths
international, regional and national anti-tobacco organizations
are in some ways predictable and obvious. But the degree to
which the antis have penetrated the fabrics of the 8C and the
ma jor international NGCs is quite remarkable. For example, Sir
John Crofton (U.K.)# currently president of the IUTLO, is also
president of WASH, is an Expert Advisor to the WHO ToH
Program, has a seat on the Council of the SHA and the British
Thoradica 8ooiety (which recently sponsored a new U.K. pressure
group called Doctors for Tobaooo Law) and ie an adviser to the
U.K. Department of Health.
In Poland, Dr. Witold Zatonaki is also a key activist in
Europe, and i affiliated with assooiationg the Polish
Consumerat Association (YOCU), UICC Regional'Direotor Tobacco
Project Eastern Europa; WHO Expert Advisor, and member of
MASH. Dr. Zatonski- has helped promote anti-tobaCao
legislation in Poland.
The relationships between individuals and organizations
are almost inoestuous, but serve to consolidate a common view
and strategy for s~moking control throughout the region. The
recent Thailand ingredients challenge illustrates how' this
network has been utilized.
It should be eiaphasised that the many national cancer
charities, tobacco and health coaliti.ons, non-smokers rights
groups and hardened anti-smoking advocates all link into the
regional and international networks at different levels. The
ACS, for example, must be regarded as an international tobacco
control organization because of the financial and
infragtruotural sup ort it provides to groups in Asia and Latin
America. Xt id difficult to categorize all groups as some
organizations move up and down the international, regional and
natibnal ladder, according to the Issues being progressed at jV
any time. ~
