Following the brief from Stig Albinus (B M Copenhagen) this report detaiis the UK
reseiTCl>, covering in slrmmaty:
a list of leading UIC based scientist.
Interviews to gauge poteneial interest in, and attiwdes towards a coalition
(sponsored by a}vup of commercial companies) dodicated to reiaforeing that all
public policy should be based on sound science, not myths, unproven hypothesis or
distorted sciettce.

Time constrairrts (from brief to deadline) and the availability ofthe scientific specialists
identified has meant we were unable to discuss the concept with as many of the
contacts as we bad hoped_ However, we were able to obtain valuable ins%Iit by
discussing the idea with a number of representatives from sc1endfic groups,
associations and the media.
We also secured an interview with the economist John Ashworth who was formally
scientizfic advisor to Marlaret Thatcher.
As explained we shall continue our research by securing kAemiews with an additional
2-3 scientists identified or< page two.

Everyone agreed that it would be possible to interest a core group in the concept
providing there would be an assurance of totnl independence.
The most -positive interview was with John AshvmreEt. Director of the London School
ofFconoitucs and former scientific advisor to Margaret?batcher. He was in complete
agreement on the need for this styfe of scientific panel and European netvh=k and
confitmed he would certainly be interested in hearing more and would give seaou5
consideration to joining the panel should he be invited. .Fis aated however that
scientista would need to be comfottable with the sponaors and would need to see a
»irange of sponsors, with different interGsts.
Ron Walker was also extrernely interested in heatiR, more and requested written
documentation as soon as something becomes available.
Ofithe group we spoke to there was a split regarding commercial sponsorship. Some
were contfortabie with the idea and saw the beneSts in terms of funding and resourom
However, some felt that the vested interest of commexcial sponsors could prohibit
screntific independence_ Although we did not identify Philip Morris as a sponsor two
people mentioned the company. The contoct belnge as an illustrstion of the type of
organisation who they saw as being interested in the concept but who they believed
would be inappropriate sponsors because of its vested interest in defending smoking.
All reinforced the need to ensure access to specialist working }oups on specific issues

During our research we also discovered shat the London School o#'Economics are
hosting a conference in September 1994 entitled "Sdentific Expertise in European
Publid Policy Debato". The event is b«ng organised as put of The European Forinrt
for Scja+ce and Technology ahich was escablished by tha European Comnssssion in
1993. The aim of the Forvm is to provide debate en science and technology across
Europe_
In sununary, the conference will reviiew the relationship bctween science, the econorny
and society within the Europe= Corrvrnmity.
