By Task Force 5th World Conference on Smoking & Health
Winnipeg, Canada, July 1983

In principle, the composition of the Task Force, as well as
its action plan, to cover the 5th World Conference on
Smoking and Health will be similar to the way the Fourth
World Conference on Smoking and Health in Stockholm in
June 1979 was covered.
However, the complete Task Force consisting of member company
representatives and delegates from national manufacturers
associations will only meet twice before the beginning of
the Conference.
A small committee of representatives from Canadian affiliates
of member companies, the Canadian Manufacturers' Council (C'rMC),
a lawyer, a member of the INFOTAB Secretariat, and the Chairman
of the Task Force, will prepare and handle the logistics (i.e.,
accomodation and working facilities in Winnipeg)and the drafting
of background briefing papers related to various conference
sessions, which will be distributed prior to the Conference to
member companies and NMAs.
During the Conference itself, the Committee will be responsible
for telex messages to be sent out from Winnipeg to member com-
panies and NMAs (as was done in Stockholm) about main events
and statements. After the Conference, the Committee will draft,
within two or three weeks, a preliminary report with analysis,
and within two to three months, a full report.

The Committee will hire a Canadian public relations firm,
which will be assigned to assist the industry in keeping
a low-profile, to book hotel accomodation and work space,
hire telephone and telex facilities and monitor the ac-
tivities of the Conference organizers.
The role of the main Task Force will be :
- Approve the drafts for background briefing papers and
other preparatory work done by the Committee
- Cover as many sessions and so-called sub-sessions of the
Conference as physically possible
- Report twice per day on sessions to the chairman of the
Task Force
- Approve preliminiary report
- Approve final report.
