PLANS 1. STRATEGIC TECHNICAL SUPPORT (STS) FOR THE ACCOMMODATION PROGRAM: 1993 a. Chelsea Group and Landis & Gyr Powers, Inc. will evaluate ten spaces where smoking accommodation is desired. An engineering report with several options and their cost will be given to the customer. b. A paper will be submitted to ASHRAE for IAQ'94 and subsequent publication to inform the engineering community, and facility owners about cost-effective methods for accommodation (with appropriate attribution to Philip Morris. c. George Benda and landis & Gyr engineers will be available for presentation and testimony on the engineering options for accommodation, with case studies to support_their discussion. Timetable: Completion target: Dec. 31, 1993, if initiated by October 1, 1993 Cost: $200,000 why? develops additional expertise in accommodation options Customers: Business that do not want to ban smoking corporate affairs and regional directors requiring engineers' testimony before legislative bodies seeking justification not to ban smoking publication will be available for other interested bodies hope to generate interest for companies to pursue this for economic benefit 2. Why? provides information on concentrations in accommodation venues and gets the information out in the public domain advance reasonable alternatives to smoking bans Customers: corporate affairs and regional directors Pat Tyson--OSHA 3. EPIDEMIOLOGY WORKSHOP/SEMINAR--INTERNATIONAL TOPIC: HOW TRUSTWORTHY IS EPIDEMIOLOGIC RESEARCH? DR. JAN P. VANDENBROUCK, LEIDEN UNIVERSITY HOSPITAL,DEPT. OF CLINICAL EPIDEMIOLOGY ~ LEIDEN, THE NETHERLANDS Timetable: Spring 94 in Europe Cost: $150,000 Why? The IARC questionnaire is problematic-- no confounder questions appear. Currently, there is much debate within the field of epidemiology--we need to question the reliability of questionnaires in general and address scientific standards in epidemiology. This needs to be completed before the IARC study is completed. Customer: The fact there is a debate within the ranks must be communicated to: policy makers legislative bodies setting standards or regulations based on epi studies

general public--perhaps with articles in news media 4. CONTINUE TO MONITOR AND PARTICIPATE IN APPROPRIATE CONFERENCES AND MEETINGS Cost: Why? Customer: I $75.000 To prevent surprises and appropriately create action plans identify new allies make new contacts provide scientific/technical documentation WRA Lawyers Corporate Affairs Regional Directors 5. WORK CLOSELY WITH AVAILABLE CONSULTANTS TO GIVE SUPPORT TO REGIONAL DIRECTORS AND GOVERNMENT AFFAIRS INDIVIDUALS TO PUSH THE ADOPTION OF ASHRAE STD 62-89 IN LOCAL BUILDING CODES cost: Why? $100,000 If more States adopt the std, OSHA may also move in that direction may shift the movement from a health- based standard to a performance base standard advance reasonable alternatives to smoking bans Regional directors Customer: Corporate affairs government affairs

6. SHIFT THE DEBATE ON ETS AND CHILDREN TO: "ARE OUR SCHOOLS AND DAY CARE CENTERS MAKING CHILDREN SICK? How? Feed available information to National School Board Association in D.C. Feed information to Oprah et. al. Communicate: Why? shift the debate Cost: Get sick children on the shows Research newspaper clippings of parents who keep children at home because of school environment--pass those on Why is EPA not spending research dollars on solving school problem?? I have the research budget for next year--not very much is going to identify or solve the school problem. Get information to EPA Watch To media and public $100,000 ??? 7. EXPOSE BAD SCIENCE: PIGGYBACK ONTO NO. 8 Several seminars have been held and several recent books have tackled this subject. We need to extract the appropriate, available information; present it to our Media people to see what they can do to communicate appropriate message points to the public-- °sound bytes" Cost? $50,000 ???

SEMCO is interested in marketing its product for smoking accommodation, their markets include: conference rooms, restaurants, lounges, bars, airports, casinos identify new technology useful for our issue Benefits? Technical report can be used for OSHA and regional directors to show that engineering options are available for good IAQ at minimal cost SEMCO's marketing group will develop a two-page document for marketing I SEMCO along with the testing company will write articles for ASHRAE journal, engineering, and architectural journals ~ SEMCO engineers may be available for testimonials Time: Project completion, mid 1994 Cost: SEMCO will donate the unit SEMCO will pay for marketing PM and SEMCO will split installation and test costs $30,000 ?? !'* 9.
