That possibiliity, raised last week by the Food and Drug Administration, followed an ABC News "'Day One" investigation, and it prompted reaction today from Wall Street to Capitol Hill. Here's ABC's John Martin. John Martin reporting: The "Day One"' investigiationishows tobacco companies manipulate nicotine, strongly suggesting they want smokers to get the drugiin controlled doses. The FDA said Friday this may be just the evidence it needs to regulate cigarettes. On Wall Street today, four major tobaccolcompany stocks all lost value. RJ' Reynolds andP'hilip Morris were the two most heavily traded stocks of all those bought and sold. Roy Burry (Tobacco Analyst): The stocks are very sensitive to news of this nature because everybody knows of the health debate surrounding cigarettes. Kartin: But a leading specialist in what is called addiction medicine says the FDA's declarationichanqes the rocu's of that debate from health effects to regulation. ?V ~. iV' Martin: Congress is raising questions. Members of' ~Lh both houses now want hearingsiheld to protect smokers Q from addiction. }.~ Representative Henry Waxman (D-California) : And if itts N1 a drug,.technically then, of course, it would have to go f'A throughithe process of being established as safe and 04 effective, which cigarettes cannot do. Dr. John Slade (Addicti!on'Specialist): I think itls the most important thing'toicome along in tobaccolcontrol since the 1964, Surgeon General's report.
