I --DRAFT-- November 1992 Grade 10 THE TOBACCO INSTITUTE Position Description TITLE: Regional Manager for Community Affairs DIVISION: State Activities NATURE & SCOPE The Regional Manager for Community Affairs is responsible and accountable to one or more Regional Vice Presidents for management of programs addressing tobacco legislation and regulations at the local level, and for development and maintenance of grassroots and coalition support for tobacco industry positions. PROFESSIONAL REOIIIREMENTS The Manager should have at least a bachelor's degree, preferably in political science, public affairs, or other social science field. Knowledge of government affairs, campaign management or membership development is essential, as is the ability to organize and communicate effectively. The Manager should have at least five years of relevant professional experience with a trade association, state or local legislature, or consulting firm. The Manager will be based in one of State Activities Division's regional offices, and will travel extensively throughout an assigned territory. PRINCIPAL RESPONSIBILITIE3 A. Develop and implement effective programs to counter anti- tobacco legislation and regulations in local governing bodies. 1. Organize and oversee monitoring of local governments for early warning of tobacco introductions. 2. Manage activities of lobbying consultants working on local tobacco proposals. ;:

Regional Manager for Community Affairs Page Two 3. Mobilize coalition support to address local tobacco: proposals. 4. Coordinate and deliver other resources and assistance on local tobacco issues. B. Develop and maintain effective coalition alliances with businesses and organizations affected by tobacco legislation and regulations. 1. Manage activities of consultants enlisting support of affected businesses, including retailers, vendors, restaurateurs,° hotels/motels and their related associations. 2. Oversee formation and activities of new local interest groups. 3~. Manage network of education and communication among coalition members on tobacco issues. 4. Activate coalitions to counter anti-tobacco proposals in local governing bodies. C. Assist in development and maintenance of local supporters on tobacco issues at all levels of government. 1. Coordinate development of local supporter lists with central list management staff in headquarters. 2. Activate and oversee direct mail, phone banking and other contact operations to use for support on local tobacco legislation and regulations. D. Coordinate activities of member companies, other tobacco organizations, and TI staff for assistance on local legislation and regulations. 1. Develop and maintain regular communications forum on N local activities. ~ 2. Request and coordinate use of appropriate company N resources. ~ ~ 3. Request and coordinate assistance from State Activities ~ Division's analyst staff and from Public Affairs ~ Division's issue and media specialists. ~. ~
