MELANIE MERKLE RECEIVFD ' Issue Analyst MM 20 19M Les: WSLUE :Q. ZWZ THE TOBACCO INSTITUTE 202/457-9304 8001424-9876 I think you'll find the enclosed of use. The Waxman Briefing Book contains several highlighted sections which will be of particular interest. The Waxman bill would have allowed tombstone advertising only. I've also included a memo from Mr. Chilcote recapping highlights of the hearing, as well as the TI, news release on the hearings. In addition, the testimony of Floyd Abrams will be of great use -- he's a First Amendment expert. Of the three Constitutional Analyses, the one on copy restrictions will obviously be the most useful. Also, the new advertising and sampling code provisions introduced at the Dec. llth youth initiatives press conference may be of some use to you. I've included a press kit in case you want to use it. ~CkAa Melanie 3/19 1875 1 Street, N.W. Washington, D.C. 20006
