Finally from us this evening a follow-up to a
story we reported on last Friday on.smokir.g and health
and the question of whether tobacco should be regulated
as an addictive drug. That possibility, raised last
week by the Food and Drug Administration, followed an
ABC News "Day one" investigation, and it prompted
reaction today from Wall Street to Capitol Hill. Here's
ABC's John Martin.
John Martin reporting:
The "nay One" investigation shows tobacco
companies manipulate nicotine, strongly suggesting they
want smokers to get the drug in controlled doses. The
FDA said Friday this may be just the evidence it needs
to regulate cigarettes. On Wall Street today, four
major tobacco company stocks all lost value. RT
Reynolds and Philip Morris were the two most heavily
traded stocks of all those bought and sold.
Roy Burry (Tobacco Analyst): The stocks are very
sensitive to news of this nature because everybody knows
of the health debate surrounding cigarettes.
Martin: But a leading specialist in what is called
addiction medicine says the FDA's declaration changes
the focus of that debate from health effects to
regulation.
Dr. John Slade (Addiction Specialist): I think it's the
most important thing to come along in tobacco control
since the 1964 Surgeon General's report. N

Martin: Congress is raising questions. Members of N
both houses now want hearings held to protect smokers ~
from addiction.

Representative Henry Waxman (D--California) : And if it's ~a
