SUSJECT: Attached "Cigarette Substitute" Project
I recently reviewed the attached memo to Dale Wickham &
Associates from Paul S. Weisberg, M.D., which proposes a project to
investigate the development of a substitute for cigarettes. This
kind of project cannot be properly supervised by the Washington
office, because neither I nor anyone on my staff has the necessary
scientific and technical knowledge. Accordingly, I informed Bill
Murray and Murray Bring of my decision not to pursue the project,
submitted for payment the Wickham & Associates' bill for all work
done to date and told Dale Wickham to terminate any ongoing work.
