FOREWORD
to Healthier People im Wisconsin, a PuBlic Health Agenda for the Year 2000. This public health
agenda belongs to all of us-families, children, employers, workers, teachers, elected otf cials,
volunteers, health professionals, government-and we must work as one to make better health~
achievable for all Wisconsin residents.
For elcven months, over 150 persons from many walks.oB life struggled to assess Wiscon-
sin's most important health risks,and create an agenda to reduce these risks and improve our
health status.
We offer this agenda; to you-the residents of the great State of Wisconsin-with the vision
that~ together we can make it' reality. This public health agenda is not an endpoint; it is but a
beginning. How healthy will our state. be as we enter the 21st Century? It is up to all of us to
move FORWARD for a healthier Wisconsinl

INTRODUCTION
The genesis of Healthier People In Wisconsin, A
Public Health Agenda For The Year2000'was.an in-
quiryin late 1987 from the.State Assembly's Subcom-
mittee on Maternal and ChildiHealth (MCH).about'
the Department! of Health~and Social Services'
(DHSS) long-range plan for the MCH block grantt
dollars. Inresponse;.with community, industry, and
health leaders from throughout thee state, DHSS un-
dertookk the development ofl aplana too addresss thee
most significant public health issues. The decisionwas
made to parallel a similar nationwide exercise, and
develop a Wisconsinn plan for the year 2000.
Former DHSS Secretary Tim Cullen appoi nted a
14-person PublicHealth Plan Steering Committee,
which determined: (1).an agreed:upon definition of
"public health," (2) the purposes of the public.health
plan,.and (3) the format oflThe plan. The public
health planning committees relied on the steering
committee's.guidance as they developed this
document.
In November 1988, DHSS Secretary Patricia
Goodrich appointed a 23-person Community. Health
Plan Committee, co-chairedl by. James Davis and
Douglas Mormann, and a 33-person Maternallandl
Child Health Committee, co-chaired by Margaret
Sehmelzer and Paul Nannis The first meeting was
held in January1i989.,.and established a rigorous
schedule which kept the participants on taskandl
minimiiedd the duration of the public health planning
process. Over 50 technical advisers from throughout
the state and 60 staff were called upon for expertise.in
specific topics under discussion-by the committees.
INTRODUCTION
The heavy burden of staff support fell upon Divi-
sionof Health (DOH) staff who hadd lead responsibil-ity for thesevemworkingsubcommittees. The
dedication and commitment of committee members
and DOH staff made it possible to meet the August
1989 deadline for completion of the Environmental,
Chronic Disease, Communicable Disease, Inj'uryPre-
vention, ReproductivelPerinatal Health, Infant and
Child Health, and Adolescent Health sections. Goals
and objectives that they drafted remained substan-
tivelyunchanged through.thecondensation and edit-
ing processes.
With the releasee of this plan by Governor Thomp-
son, Secretary Goodrich, and the four co-chairpersons.
inearly 1990, amajor goal has been attained. Wis-
consinhas.a plan, with measurable goalS.and objec-
tives, which idcntifies.the state's public health needs
for the next derade..These goals and objectives are
not set in cement, however. Ass with any plan.,.emerg-
ing priorities and unforeseen circumstances will dic-
tate changes and refinements throughout the decade.
This plan is a milestone nevertheless, because it repre-
sents a commitmentt by a diverse set of citizens to
attainn public healthgoals.hv the year 2000. These
volunteers and the DOH staff are tobe commended
for their dedication and perseverance and shouldl be
proud of Healthier Peoplee in Wisconsin.
