Sexton, has known Billick for five to silx years through the
indoor air community andi has worked with him on numerous
committees.
Sexton jud'ged' Billick's management capability as being good.
H'e managed a: fair sized researc budget at the Gas Research
Institute and th~e scientific community that engaged the GRI was
satisfied with the priorities that Billiick set, with the
procedures carried out and with the results. His skill at
dealing with regulators and government agencies and other
outside forces are excellent. He is an upfront, clear and'
direct communicator who is highly credible and ethical.
Sexton's perception of Billick as a scientist in the field of
indoor air research is that he is very knowledgeable,
especially qualified in the area oniNO2 pollutants.
"Billick is outgoing,, easygoing, has a good sense of humor,
deals well with people at all levels, he is direct, not
afraid to speak his mind, failr andi equitable, he is a
skeptic, has a show me attitude, is well spoken, credible,
well organized and will be given the benefit of the doubt
by the scientific community on any work that he publishes
for the CIAR".
When pressed for negatives, Sextonisaid that:
"Billick, because of his high intelligence and sense of
humor, is apt to be flippant at times. Also at times he is
inclined to engage in, discussions of personalities which!
would be less than desirable for the Director".
In summary, Sexton felt that it would be an easy transfer for
Billlick from the work that he was doing at GRI to the CIAR. "A
very appropriate candidate".
