Reference Report - 2' IRWIN H. BILLICK Tbm Grumbly President Clean Sites, Inc. Alexendria, Virginia Grumbly has known Billick for approximately fou~r years "as the major indoor research person at the Gas Research Institute" and as a collaborator with the Health Effects Institute (of which Grumbly had previ~ously been Executive Director) on the air pollutants produced by internal comubustion engines. Bill'ick is an excellent negotiator, he represented the Gas Research Institute extremely well both, as to the science and the money side of the equationi in contract negotiations. He is reasonable, but firm and knowledgeable. As a scientist (and Grumbly is not) Billick had a more than, adequate grasp of th~e technical problems of concern to the Health Effects Insi~tuite. Irv is now more a synthesizer than an, originator of scientific findings. He appears to know what he is talking about. Grumbly could not comment on Billick's managerial skills since he had never seenihim diirectiing others. Grumbly went on to say th~at he thought Billick had as good a chance at success at carrying out the mission at CIAR as anybody he knew. Billick is a reasonable person, he knows what's what, he'll do a fine job with his own people and he'll be good at establishing constructive relationships with outsiders. He is persuasive in convincing, others in the scientific community. He has an excellent reputation as an authority in indoor air pollution. In closing Grumbly said that "Billick was the right choice for both sides, I can't think of anyone else more appropriate". ,
