Dear Tom:
The enclosed' three reference reports plus the previous input from
Jack Spengler of Harvard, Neil Roth of Roth Associates and Harry
Finger of the US Committee of Energy Awareness should~ give you a
good piicture of Irv Biillick. I am trying to reach one or two
other references but they are out of town until after the first
of the year and I w'anted' to get this material to you as soon as
possible. Because the references are so consiistent I frankly
doni't expect that we are going to uncover any problem areas. You
may recall that Spengler described Billick as one of his best
project officers and one that he would' hate to lose. He also
described Bil!lick as someone who understood the issues of indoor
air pollution and!had been Chairman of the Air Pollution Control
Association. As a matter of fact, Billilck was the only candidate
suggested by Spengler.
Roth, described Billick as a long time government worker, very
bright, excellent at dealing with industry and government
officials, understands indoor air pollution inside and out and
the EPA personnel and~policies better than the government does.
Finger was Billick's boss at HUD quite a number of years ago but
remembers him as a competent performer.
I'll be out of town for the next two;weeks, back in the office on
and back in the office onJanualry 4. You and I agreed on F'riday,
December 18 that you would speak directly with Irv abou~t duties,
authority and responsibility of the Director of the CIAR. You~
will also talk with John Rupp about an employment contract and
benefits package

for Billick. I have already told Billick that we can see our way
clear to going to $120,000 and he has modified his request of
$125,000 to the extent that he will wait until he has seen what
is included'.in the benefit package.
