W,,, MiWIRRAY I have pleasure in enclosing an interim report on activity at INFOTAB over the past two months. Since the Directors" meeting, ini October, emphasis has: been, placed on field work with NMAs and we are pleased to report that an Association with five members is to be formed in Pakistani, and there is a good chance of, a new Association in Venezuela. A further leaf dealer (Casalee Belgium, Ni.V.) has joined from. January 1, making aitotal of 10 leaf dealers. This.brings our total membership, including lead' companies, to more than 8'0 individual units. While taxation is still a major worry, the drive by our opponents to press governments for total bans on advertising is increasing, and will require careful and vigorous methods of defence. Equally worrying is the concerted drive to make smoking socially unacceptable by exploiting recent reports that passive smoking could be a health hazard. The immediate threat is in the U.S., the U.K., Canada, Northern Europe, South East Asia,. Australia andi New Zealand~. Withl the assistance of B.A.T., we have just completed some quantitative research in the U.K. on the potential value of using a courtesy theme. The results reveal an increasingi polarisation of ex-smokers and' non-smokers (166$ of the sample) about the social acceptability of smoking. Indications are that aisignificant proportion of'the "live and let live" group may move towards a militant anti-smoking stance if we cannot devise a programme which persuades these people towards to lerance . I have arranged for two members of the T.A.C'. andi the Verband to meet towards the end~ of January, with myself and Mr. Boel,, to explore ways andimeans of improving the industry's position by assessing what could be done with the assistance of first class scientists.
