lawyer, Warren K. Rich, Janney
addressed the EPA's delay in January
1979, before the U.S. Senate's
Governmental Efficiency Subcommittee.
They issued the following statement: `It is hard to comprehend why
EPA, at a time when the entire [Chesapeake Bay Study) is under fire for
lack of accomplishment, would choose to spend the bulk of 1979 compiling
and analyzing the existing system, when the bulk of that work already is
done and resides on a number of bookshelves throughout the Bay area."
