This foundation will be under the jurisdiction of both the M.O.F. and the Health Ministry,although under normal circumstances this foundation would be under the Health Ministry,due to the great effort of Mr. Shimizu, pressure was applied successful to have the M.O.F. share in the administration. With the point of view that since the tobacco industry is under the jurisdiction of the M.O.F. so should this foundation. The purpose of this foundation is to supply objectives.and neutral body of data.., This foundation is quite different in terms of membership than the CTR (U.S.A) and has political influences. II. 1987 World Conference on Smoking Health J.T.I: is trying toget the SRFS involded as a member of the administj tive committee for this conference. if it were successful, J.T.I. wi be able to participate-the Academic Committee of the conference. This committee has an advisory role in the conference, and has the ro: of screening scientific papers for the conference. If-the SRFS can send members to this committee, "neutral" papers could be submittted to the conference.

Since 300 scientists are expected to attend 40/300 of the papers presented would represent a.ventral position of smoking health thereby exerting influence on the general tone of the conference. J.T.z, is trying to change the very nature and tone of .the conference through these efforts.
