, SECTION 15995 COMMISSIONING OF HVAC SYSTrM A. Purpose: by 1. To clearly document the design intent, to verify that the system installacion and performance is in accordance with the plans and specif:cations and design intent, to train the owner's operators so that they fully understand the design intent and the operation and maintenance requirements of the equipment provided to accomplish that end, and to provide them with all necessazy technical information required for a complete understanding of the system. B. Scope: 1. Document HVAC des ign int ent . 2. Document and verify that eruipment and systems have been properly insr.alled~in accordance with the contract documents and manufacturer's written installation instructions. 3. Docuunent• and verify that piping systems have been properly cleaned as spec:f_ed under Water Treatment. 4. Document and veri`y that duct systems have been properly cleaned as specified under Shop Fabricat ed Ductwor.{. 5. Document and ver:z-y that equipment has been placed into operation in accordance wi:.h manufacturer's written installat:on instructions. PART 1 - GENERAL 1.01 GENERAL PROVISIONS A. Provisions of Section 15100, Mechanical General Provisions shall be made an integral part of this Section. 1.02 WORK INCLUDED A. A separate CoAanissioning Authority will be engaged the owner to commission the HVAC system. 6. Document and verify tzat adjusting, balancing and system testing has been properly done in accordance with Adjusting, Balancing and System Testing. 8. Assemble contract documents and as-built drawings. Assemble operation and maintenance instructions and submittal data. 9. Document and verify the performance of each piece of equipment and each system. 10. Train owners personnel in the proper operation of eachipiece of equipment and each system. 11. Document warranty start and end dates. 12. Assemble all records of State, University and Code authority inspections and approvals. PART 2 - PRODUCTS 2.01 NOT APPLICABLE TO THIS SPECIFICATION PART 3 - EXEC'UTION 3.01 RESPONSIBILITIES A. Commissioning Authority: 1. Develop a detailed Commissioning plan. 2. Schedule a pre-commissioning meeting within 90 days of award of cont:act. All participants in conanissioniing process to attend. Agenda to include detailed review of commissioning plan. 3. Prepare Comnissioning Data Sheets for each piece of equipment to be filled in by the contractor as a part of his submittal. Data Sheets to have columns for design, submitted, balanced and commissioned data. 4. Schedule an owner, engineer and contractor walk- thru at the 30% and 60% stages of construction. 5. Review and approve Operation and Maintenance Manuals as specified in Section 15100 - Mechanical General Provisions. 6. who will be doing this as part of the engineers construction admizistration duties. 7. Prepare training plan, schedule and organize training sessions. Coordinate video taping with owner. 8. Verify test and balance reports and equipment performance with on the spot checks. Checks may include full load, part load and seasonal variation performance. 9. Assemble and turn-over to owner copies of all 0&~~i Manuals, as-built drawings, State, University and Code inspection records, and special warranties. 10. Document warranty start and end dates. B. Contractor: 1. Ensure cooperation and participation of sub- contractors such as HVAC, electrical, building control, sheetmetal, piping, test and balance, water treatment and refrigeration sub-contractors. 2. Ensure participation of major equipment manufacturers or their -representatives. 3. Fill out Comnissioning Data Sheet for each piece of specified equipment listing a'-l specified values and the values of the submitted equipment. These shall be submitted with the equipment submittal for approval as specified in Section 15100, Mechanical General Provisions. The TAB data form the "final balance" report and any verification comments as a result of the Commissioning process shall be added after completion of the Commissioning and the final forms sent to the Commissioning Authority for inclusion in the 0&X Manuals. 4. Provide written certification that the following work has been completed in accordance with the plans and specifications and thac they are functioning as designed. Where the work has been sub-contracted, the sub-contractor shall be responsible for the initial certification with the HVAC contractor recertifying that he has inspected the work and that it has been completed and functioning as designed. a. HVAC equipment inc?uding all fans, air handling units, ductwork, dampers, ter:ninals, etc. b. Refrigeration equipment, pumping systems and heat rejection equipment. c. Boilers, purnping systems and fuel supply systems. d: Fire stopping in fire rated construction including fire and smoke damper installation, caulking, gasketing and sealing of smoke barriers. e. That building control systems furnished under separate contract is functioning to control I3VAC equipment. 5. Provide all labor and instrumentation for Coumissioning performance spot checks. C. Design Engineer: 1. Prepare documentation of design intent. 2. Check installation of equipment during construction phase as needed to ensure proper installation. 3. Attend and participate in scheduled meetings. 4. Review and approve training plan andschedule. 5. Review and approve cleaning procedures as part of construction administration ciuties. 6. Review and approve test and balance data as part of construction administration dnties. 7. Review and approve commissioning forms showing equipment performance data as part of the submittal. 8. Participate in training sessions. D. Owner: 1. identify and assign key operating and maintenance personnel to the site as early as possible.. 2. Video tape construction progress if desired. Ensure that they are properly prepared and bound. 3.03 VERIFICATION OF PERFORMANCE A. Verification of performance will take place after certification of the co=letior, of the construction, test and~balance. B. Verification to include: 1. Terminal performance (up to 10t of terminals) 2. Major duct flow and pressure checks. 3. Coil performance. 4. Fan and motor performance. 5. Control aa= er operation. 6. Pump performance. 7. Refrigeration syste.*t perfor.nance including pumps and heat rejeczion equipment. 8. Boiler performance including pumps and fuel' supply. 9. Exhaust fan performance. 3.04 COORDINATION WITH BUILDING CONTROL COPMISSIONING A. Verification of HVAC control functions will be accomplished und'er a separate contract.
