In Mr. Greer's absence I appreciata the opQoztuatty, on
behalf of. Liggett & Myers Tbbaooo Ocmpany,.Inc., to.coment on_the
proposals for a change in the FTC's testing methods as outlined in your
letter to him of Jiaye 11.
We are oonfident that the FM's present cigarette testing meth-
oc]ology provides con.sistent represeritative results permitting valid =rt-
parisoass anang brands although it has been imdpsstiood by all par*; es since
the inoepti,on of testing, that such test aould not replicate
fimtan smking or acoount for individual sacking habits.
We believe that the proposal to change the cigarette testing
methodology is vnfounded,and its adoption by the Comnission would insti-
gate new airl 17T1PTd; *+g proposals for ctyaryge in cigarette testing methcd-
ology. In acY3ition, we believe that the proposal disoourages ismovation
in the acatpetitive nmrketplaoe and, thus, does not merit the Oocnnission's
serious oonsideration and the diversion of its resources.
