Reynolds Tobacco Company wishes to propose that the Federal Trade Commission substitute the Cambridge Filter Holder Mk II for the holder currently being used by the Commission on its cigarette smoking machine. The Mk II is manufactured by Cigarette Components Ltd. of London and is sold in the United States by American Filtrona Corp., Richmond, Virginia. Reynolds strongly feels that the use of the HIlc II "Filtrona" holder will provide more accurate "tar" and"-nicotine measurements for all cigarette brands and styles that are currently marketed in the United States, or which may be marketed here in the future. In particular, as we believe we have fully demonstrated to you, the Filtrona holder would achieve measurements for Barclay cigarettes that are'more reliable than can now be obtained on the FTC testing apparatus. If you choose to communicate-our recommendation to other cigarette manufacturers, we have no objection to-your submitting to them, in confidence, a copy of the confidential materials on this subject which we-have furnished to you.
