THE ROLE OF THE INSTITUTE The Institute was founded in 1984 with the support of the Carnegie Corporation of New York, follbwing a planning, period fostered by Harvard's Division of Health Policy Research and Education. The Institute's location in the John F.. The em- phasis is on naturally occurring HISTORY transitions in smoking, front in- itiation through to cessatiim, and on their potential as pointss for intervention.
