FTR1166. The US examiner has objected to the claims of
this applicatiorr, taking into consideration our own
previous published d'isclosures.A rep:lly is prepared

Drum Washing Apparatus. West German Patent Appd'ication
No. P3518872 - FTR0D60. In collaboration with the
inventor in PM Munich, a reply has been prepared and'sent
im reply to the German Patent Offiice action,, in which our
application was objected in view of a single cited
document.
Diisc Filter. Mr. JACOB SI!DI of Tel Aviv, Israel, has
sent us the detaiis of his invention for whiich he has
filed a patent appi'ication in Israel. After studying the
prior art already available on our data base, we had to
give a negative reply to Mr. SIDI'S offer.
Marlboro Queen Packet: FTR0064. Finally the
formallities in the Russian Patent Office have been

Skew Cut Filter. FTR0068. This application has been
filed in the USPO an6assigned under serial Nb. 72685.
Dual Swing Wing Packet for Cigarettes. FTR0076.
Instructions have been given to REDDIE & GROSE (R&G) to
fil'.e an international design application (WI!PO) in
addition to Italy, Great Britain, Austria, Sweden (as
national appilications) and a cautionary notice only in
Saudi Arabia.
Tear Strip Filter. US Serial Nb. 829154 - FTR0055. The
USPO examiner had rejected the claims of this appiicati!on
in hiis final action dated 12th June, 198'7. A reply was
sent for the new set of amended cllaims to be reconsidered,
with a request to allow the application for grant.
Method and Apparatus for the Production of a Cigarette
Packet. Briitish Patent Appliication No. 8328881 -
FTR1184. The Briltish Patent Office has accepted'. this
application for grant. R&G have been requested! to pay
the issue fee before the due date. The French Patent
Office granted this patent on 10th August, 1987, and iit
was assigned patent No. 8416356.

Curved Queen Packet. FTR0062. The designs for this
appl ication were I'al open in the Finnish and the Swed'ilsh
Patent Offices for opposition. No opposit~ion was filled
during the opposition period and the Patent Offlices have
registered this application under serial No. 10594 and
65736, respectively. The Danish Patent Office ('DPO) has
issued a design on this application and assigned it No.
04311987.
Tube in Tow Cigarette Filter. FTR0072. A
freedom-to-use search for this type of fi'Iter is bei'ng
conducted by our German associates in Germany. Upon
request of R&D Operations, simiilar searches are to be
conducted in Switzerland, Belgium, The Netherlands,
Luxemburg, Great Britain and France.
Slide and Shell Packet. US Patent No. 4646960 - FTR0053.
This paS'ent was issued by the USPO on 3rd March, 1987, and
has now been proof-read. A request has been mad'e for a
-certificate of correction in order to correct'~ the errors
discovered In this document.
Apparatus for Stamping Open Channels in the Periphery of
Filter Portions. European Patent No. 0059041 - FTR1034.
This patent was accepted! and issued by the EPO on 5th
September, 1984. BROWN AND WILLIAMSON TOBACCO: CORP.
(B&W) had f i I ed an oppos i t iion to~ our granted patent. A
hearing took place in the EPO and'.the Board of Appeal has
now issued an interlocutory decision rejecting B&W's
opposition. The dead'I!ine for appeal by B&W against this
decision is the 11th November, 1987. The groun6 for
appeal has to be f i led 'by 111th January, 11988.

Tuesday tst : IAM, HER, PIC and F. LOPES - Participation at
a MEETING with Mr. HISSINK, TNO, The Netherlands, to revileww
the Report on the question of changing the properties of
BARCLAY by overtipping, in order to create a filter which is
recessed for 1 respectively 2rrrn. Now that the results are
known, TNO can proceed in the preparation of their final
report. IAM : Dr. 0. STUHL (RJR) phoned to inform about a
reqNest he had received from a scientist, H.W.A. TEEUWEN,,
who, is preparing a thesils with Prof. VAN' ROSSUM at the
Department of Pharmacollogy, University of Nlijmegen,
concerning the CO delivery of "Camel, filter". Dr. STUHL
wond'ered'; if this is in relation with the Barclay issue.
(Comment : BAT has a full-tlime pharmacologist Dr. Sharon
Boyse who's.task is to tour Pharmacology Departments at
universities).
WednesdaY 2nd': HGA - Meeting in New York on ETS. Industry
coordination, the availability of outside expertise on a
world-wide scaie and the ways of orgami'sing extramural
research were diiscussed. HER' . Visit of Dr. DANIEL
JADRAQUE, Tabacalera, Spain, who was accompanied by Mr.
PEDRO MEDINA of PM Spailn.The whode morning was reserved
for updating, Mr. JADRAQUE on pesticide analysis and
Iegiislation. There are politiical developments under way in
Spain, following the olive oil scandal, initiated by the new
Mini'ster of Health. The Spanish State Tobacco Company
fears an arbitrary tightening of regulations. In order to
be properly prepared, they intend to collect or create all
the appropriate scientific data, which are neccessary for
factual contributions on the pesticide issue. IAM : INBIFO
Cologne - Meeting with INBIFO scientists to (1)-Examine the
problem of cell strains used' in the in-vitro experiments.
(,2)-Review and diiscussion concerning the on-going,projects.

ThursdaY 3'rd': HER - Participation at a Meeting of the TAC
Task Force for ETS-related problems. Mr. WHITTAKER of ITL
presented a draft final report of Prof. PERRY's Ambient Air
Study. Meanwhile, the scaling f.actors of the MINIRAM
device (used in the study and known to overestimate the
particle concentration) to piezo balance have been,
established as 2,8: for smoking and 1,7 for non-smoking
environments. This wi'Ill alter the presentation of the
results. As the piezo balance reads particulate matter
dIi'fferently than the MINIRAM in smoking! versus non7smokiing,
environments, there will be a dilfference betweenithe resullts
referring to these t!wo conditions. HER proposed (1)-To
delete in alI tables of the report the figures stated for
nicotine concentrations in non7smoking compartments, and to
write "non detectable" instead, together with a footnote
expllaining the detection limit, (2)-To point out the
posiitive features of the MINIRAM device (extreme
unobtrusiveness, integrated air quality results over a whole
room instead of measuring only those air volumes which are
pumped through, real istic sci'entific i'nterpretiation of the
"haziiness") and' (3)-To stress the model character of this
study in terms of distribution of sampling according! to
seasonal changes, sites and life situations. Support for
this also, came from the representatives of GALLAHERS and
ROTHMANS.
Mr. PAUL CASE of BAT reported on the "Indoor Air 1987",
conference in Berlin : Due to splitting up the conference
into six separate lines, not very much
attention could be
paiid to deta;ils (poster report, etc). He was given the
impression that the ETS qpesti'on is heading in a similar
directi'on as the radon daughter or formaldehyde questions :
The Governments, which must act in some way, will either try
to (1)-Stop the emission or (2)-Reduce the resulting
contamination.

Analytical work, supplementary to the Ambient Air Study was
discussed. It should'. deal with the fol'lowi'ng aspects of
ETS :(1)-To focus on the work places, as well as to include
some more tobacco speci'fic markers. Prof. PERRY proposed
not to include oxides of nitrogen and' sulfur oxides. The
d4ifferences in results of smoking and' non-smoking,
environments wiI!I then show- the air burden due to ETS.
(2)-The measurement of ETS through moniitors carried by
personnel was thought to be only of interest as far as
feasibil'ity studies were concerned because it is unsuiitabl'e
for the determination of general "pollut~ion levels". It
only makes sense to wear personal! monitors in order to
safeguard!against accidentall exposures to substantial levels
of pollutants. As such situations do not occur in the
contlext of ETS, tests with such devices are senseless.
(3)-For backing up a tour of Mr. G. ROBERTSON of ACVA in the
UK wi'th domestic results, some 20 buildings should' be
inspected according to his propositions. For ease of
recruli'tment, the same si tes as ofl the PERRY study wi I I be
approached. -
Friday 4th : HGA - Official communication by the Department
of Health and'Social Security to the TAC : Ministers of the
UK Government have invited SIiR PETER FROGGATT to retain the
Chairmanship of the ISCSH until 281h February, 1991, and
have asked all current members to continue serving untilt
at
Ileast 29th February, 1988. IAM - Telephone contact with
Dr. C. BI!EVA who informed on a Meeting of the European.
School of Oncology, which is to take place on 7th and 81h
October, and which he wi I I attlend. Thii'.s wi I I, give him the
possibiIiUy to contact scientists participating in the work
of IARC.

MondaY_7_th : IAM - Contact wi tti Prof. M. FONDU, Brusse I s,
concerning the work of the Commilssion of the Codex
Allimentarius. Prof. FONDU promised to send all relevant
documents. Telephone call from Dr. C. BIEVA fromiMilan who
informed about a Meeting at IARC (Lyon), which will be
attended by Dr. SARACCI and Dr. TRICHOPOULOS. This Meeting
should' take place in the near future. It was envisaged
that Dr. BIEVA participates. HER - Participated, as
secretary of the CORESTA Smoke Study Group, at the Annual
Meeting,of CORESTA, wh~ich was hosted! by BAT in Bournemouthi,
UK. The main topics of the technological reports were the
condiitioning of tobacco, the controlling of both cigarette
and filt~er rod makers and the chemical changes of tobacco
dUring the drying process. Laboratory automatisation wass
dicsussed by reports on robotised smoking systems and' a
video based cigarette burn monitor. For the first time in
CORESTA, topics d'ealt with health, and safety aspects
(influence of aerosol composiition on the retention in the
respiratory tract and igniltion of cellulosic upholstery by
cigarettes)!.
Tuesday 8th . HGA : Participated in, a series ofi Meeti',ngs
i!nvol'~ving both EEMA and EEC top management, as well as
visitors from New York, Messrs. WHIST, ZELKOWITZ and BUSS,
on a; wide range of questions includ!iing Project Downunder,,
cigarette testing (Standardising Organisations)i etc. The
aimi of the Meeting was to reconci Ie t~he di fferent regional
interests and t~o arrive at a consensus of how to approach
these issues. HGA also met independently with Mr. D.K.
HOEL and! discussed, amongst' other things, the wider issues
created by Prof. STERLING's approach as to risk estimation
in areas such as ETS, as well as,the discrepancy of reported
ETS-related particulate levels ini the ambient ai'r. IAM :

wouilld bri~ef himi thoroughly on the recent' developments on
ETS.
WednesdaY_ 9th : IAM - Telephone call from Mr. R. CORNER
INFOTAB, Brussels, concerning a French~ speaking Meetiing to
take place in Abidjan in November, giving information on the
audience and suggesti'ons on the content ofi IAM!s
presentation. The main part of the presentation should be
devoted to a qpesti~.on/answer sessiion on Smoking and'Heafth.
Dr. BI'.EVA cal led'. to, inform that he had received an answer
from Dr. TRICHOPOULOS, Athens, inviting him to particfpate
at a Meeting entitled! "Europass" supported by the European
Community, and devoted to passilve smoking, whiich wi I I take
place in Athens in November 1987. HER, PIC - Continuation
of the CORESTA Conference with the combined meeting of the
Techno and! Smoke -Study Groups. HER gave a report, on the
Tabakkolloquim, Brussels, 1987' and'on the activiities of the
Pesticide Sub-Group, being the convenor of the latter. The
hi!ghl ilghts of the actilvity reports of the other working
groups were (1)-The clearcut statement by Dr. DAVID WESTCOTT
(Chailrman of the "CORESTA Method No. 1'0"' working group
discussing the applicabil!ity of the ISO Standards of
mechanical smoking for different types of ventilation)',
saying, that "...Furthermore the Meeting considered the ISO
proposals fromi the 14th Meeting of TC126 i'n Turkey, and'
concluded that they were unacceptable to CORESTA's Task
Force." (2)'-The creation of a new task force "Sidestiream
and ETS", which will be headed by Dr., CHARLES GREEN, RJR
(for the ETS section) and, Dr. ROBERT JENKINS, PM (for the
sidestream section). This Group should "...review the
