The group is due,tolleave for Russialearly in:August and vill visit tobacco grosring areas and manufacturing plants:. Russian tobacco representatives are expectedito visit the M. later this year. Both trips are part of the exchange program set up betweenithe M. and Soviet governments. Other exchanges have included representatives of the'nesrspaper; steel, oil and,railroad industries. Upon'his return from Russis,Dr. Welch's primary responsibilities! at the Institute will be, wi'th groups and institutioxis interested in the tobacco economy, including tobacco science, Mr. Allen said. The Inst'itute ' itself does not engage in scientific or r.gri~cultural research. The Institute''s other Vilce President is Edward,F. Ra'gland!,who is •- t also Secretary of the organization. As Assistant Secretary of Agriculture,_Pr'. Welch's responslbilities have included the Agricultural Research Servi'cer Cooperative Agriculture Extension Service, the Forest Service, SoiL Conservatiina Serviice=and Farmer Cooperative Servffcel.
