The attitude and approach of the Surgeon General and his, staff seemed fair and objective. 1 r ,. y , f . The expectation of the U.S.P.fi.S'. is that the Ad- viGory Committee will take a broad approach to the investi- ~'gation, studying "all relevant data" on factors other than Just smoking. Assistant Surgeon General Hundley said that the Committee itself would have to decide just what is rele- vant. 3. Various groups, including the U.S.P.H.S., submitted names of scientists for possible appointment to the Advisory Committee. These lists were passed out to those in attend- ance with an invitation to "strike out" any of those to whom there are objections. The lists are to be kept confi- dential, and are to be - _,~tu-°ned by August 3. The Surgeon. General said he wanted to insure an impartial Committee, to the diegree that it is possible. (Preliminary examina- tion, of lists reveals some dluplication. T.I.R.C', will scrutinize the lists carefully.)

2. 4. The U.S.P.H.S. does not favor public hearings. It believes the Committee should °'take evidence" during private hearings from "those who have a serious puipose." 5. Assistant Surgeon General Hundley advised that his office and the Committee would' be available for continuing contact with interested grotps. 6. Procedure of the Advisory Committee will be essentially _ as 'outlined! in the memorandum of July 12, 1962, by Assistant Surgeon General Hundley (distributed to members earlier). 7. It was estimated'thrat phase one of the study, cover- ing the health aspect, would take at least six months to, complete. Phase two, conducted by a new grouF,wouldideal with recommendations for action. No decisions on this phase are to be taken until conclusion of phase one. The Surgeon General said that several other government agencies would doubtless be representedlin phase two, and that it might be necessary to start from scratch. 8. The Surgeon General said the U.S.P.H.S. would prob- ably make a statement to the press Wednesday stating that the meeting had been he1d, with no further details. No re- strictions were Flaced on those attending regarding press comment, other than to keep the lists of names confidential. 9. It was also mentioned that the American Thoracic Society has a study ofsmoking and health underway. The study by the Council on Drugs of the American Medlical Association was also noted.
