The "Smoking and Health" report of the Royal College of Physicians is scheduled to be pub]lished in the U.S. about April 1 by Pitman Publishing Corporation, 2 West 45th Street, New York, at a stated price of'$1.75. Although some copies of the English edition are expected, the U.S. branchh of Pitman expects to print its own edition. There is no indication on the amount or type of promotion planned. 2'. A series oi"major promotiional events for "Cancer Progress Year" is slated to start in Washington Monday, April 2, witha special National Press Club:luncheon and the formal: opening of a large exhibit, "Man Against Cancer," on Pershing Square, at Pennsylvania Avenue and l4th Street. The "ManiAgainst Cancer" exhibit will feature a section on lung cancer and smoking, including what is descri'bed as "Wynder''s Smoking Machine." "Cancer Progress Year" is jointly sponsored by the~AmericaniCancer Sbciety and'the National Cancer Institute as "25 years of progress against cancer." The observance will include showings of the "Man Against Cancer" exhibit in numerous areas. After about a month in Washington, it is scheduled for the! Seattle World's Fair, and also for showing,in New York City. P1ans also ca11 for three major television shows, none of'them definitely scheduled yet. As customary, the President has designated April as "Cancer Control Month" by proclamation. Congress is still considering a,jioinL resolution passed by the House last September recognizing "Cancer Progress Year." State and local divisions of the American Cancer Society are promoting the observance, and the annual A.C.S.,meeting in October wi11 be devoted to the "Can'cer Progress Year" theme. Among the major points of emphasis in the promotional material will be the idea that cigarette smoking has been shown to be a cause:of lung cancer and that reduction of smoking is considered an important preventive measure. - more -

- 2 - 3. The position on smoking,of the U.S. Public Health Service was reaffYrmedd to Congress by officials testifying before a subcommittee of the Ccmni.ttee on Appropriations of the House of Representatives at closed hearings in February. Dr. Kenneth M. Endicott, Director of'the National Cancer Institute, said: "The Rablic Health Service believes that the evidence regarding cigarettee smoking as a major cause of lung cancer is sufficiently strong to justify an intensive educational csmpaign,. Experience with educational campaigns in this field leads us to believe that a key factor is the attitude of physicians and other health workers. Therefore, our educational campaign is directed primarily at these professional groups, while that of the American Cancer Society is concentrated particularly on the lay public." Dr. James A. Shannon, Director of the National Institutes of Health, in discussing heart research said: , "The statistical association of'heavy cigarette smoking withicoronary disease is clear. The mechanism whereby heavy cigarette smoking increases the incidence and mortality of coronary heart disease is obscure, however. No presently available evidence indicates a direct causal relationship; hence the definite statistical association suggests that cigarette smoking may be a factor contributory to the progression of coronary heart disease. Cigarette smoking may perhaps aggravate the condition or its complications or act tolprovoke manifestations from allatent state. More knowledge is necessary before the true relationship is understood." (Note: A partial report on the testimony appeared on Page 70 of The New York Times, Sunday, March 25, 1962.)
