DEAR SeNAraa Musa: I have been Interested and have made a study of the
clgnrette ludnntr,r nwst of my life. I offer you the following testimony thetle
made np from observatlone that are a matter ofpllblic record and in almost all
frnm guvenmtent doeumenta. I have enclosed 19 dlRerent puges of referrals and
to hrrilitate wlxe of anbstantmtion each Item is coded xeparately. "19ds ia the 11rat
tlme in the history of the cigarette lndust.ry that any kind of a control on the
pruduct Itself will be miplemented-should ihe Act be passcvV"
- It will be n flrst In the right direction, lexause It will give a strong support
to all the otLer efforts of Ihe health agenclee. It will hnve a strong dlrectlon,
which Is non -exlstont tnday and never was. There hae never been a Less
Huvrnlnns Cignrette Program that was and Is openttlonal. There Is only an
/dentlncation uf nln'Inogens program. Heart and many other diseases related
to smoking are unaning..
In your 1,111 8.1ar.9 you have picked probably the most elgnldcant highlight
in ull the Iteporla "The nccumulnted evidence strongly strongly suggeats that the
higher the tar and nicotine content of the cigarette amoke, the greater the
Ilkcltnnod of hurmlul effects"
Please note The_ lbbacco Working Oroup practically discounts filtration.
I refer you to pngc Q NCI Jan. 1999. The TWO delegates the technology
of modify.ing a cignrette to the Industxy. The wisdom of tlde would appear
emnewhnt uuestionahle.
'1'here are a,mte other enelnsures which demonstrate that there is no pro
gntin. A lhuit oa aollde Is needed. Therc ieno txovlelo_n anywhere of a program
/f Init, letheiited to-day can suves lives to-day. That Is what the Act will and
should do. It will mark the heglnning.
Should you wish any more supportive material I shall be most happy to
forward It.
9lncerely,
Inute Baarrar.ao.

DEAR gesATOR MOBS: 1 wish to file a statement for the record since I am
unable to appeurYn person as a wltnesrs in the pnblic hearings on legislation
to limit the tar and nicotine Content of clgnrette@. I am a private Citlxen, a
Ilcenaed professional englneerand anon-amoker, who has followed with extreme
intereat the controversy over stamokingand health and has followed the research
on the virus cause of cancer. I would like to briefly call the commlttee's atten,
tlonto another factor that should be conbldered in the search for a safer
cignrette.
The question that has to be asked In the search for a safer cigarette is:
If human cancers arr caused by a virus or vlnlses, eemoet aancer researchers
nmpect they are, and cigarette smoking la a cause of lung cancer in humans,
as the atattnt/eal evidence shows that It is, then where do the responsible
viruxes cume from?
-- These virnsea could come from the cigarette /tself. Cigarettes and other
tohacco prrRiucts are not made under 'clean room' mndltion. There are count-
lesv opportunltles for tile tohnceo to 'pick lip' vlrnses or bacteria. These agents
eonld come from the manufacturing enviro_nment. insectn, the numerous and
vnrkiue-toLacco diseases, or they could be the result of fmproper curing and
aging.
The frmgus AOatnxln RI, whlch has recently been linked to eancer, Is re-
ported to he present In leaf tobacco. Alternaria and Aspergillus N1gus are found
on tnbncco and hnve been khown to he toxic to experimental animals. Theee two
mycotoxine nn+ present In various amonnta on nearly all cigarette tohettro, and
In lesser amounts In cigars and In pipe tobacco, Tobacco Mona/e vlrua le found

Firet, I hope no ane makes any Inistakea about what this hlil would do to
