To the extent the report concerns itself with opinions
and the making of recommendations in areas of sociology,
education and philoeophy, it is my poeition,that these are
matters that would be best left to agencies of governuent
expected to report to the Congrees on education and social
problems regarding cigarettee.
I have not concurred in the decision to make recam-
sendatione numbered 7,a, b. and 3. tlhother the Department of
Health, Education and Weifrre in in need or desires appro-
priationefor the purposes there specified, I would leave
to that agency to advise the Congress. Likewise, ehether the
NationalInstitutea of Health are in need or deeire greater
appropriations for research or other agencies for enlarging
the dissemination to all msdia of sass communication, I soudd
leave as questions to be annvered by those agencies most
directly conqerned. I seriously question the advisability
of the Federal Trade Commission undertaking to unilaterally
inject Iteelf Into the affairs of these other agencies.
