SUBJECT: Carlton's High Per Cent Nicotine in TPM
The TPM from the Carlton cigarette contains 6.6% nicotine.
The TPM from all other cigarettes (see page 11 of C.I. Report
Number 58) contains from 3 to 5% nicotine. It is concluded
that the Carlton's higher per cent nicotine in TPM is the
result of the perforated cigarette paper just prior to the
filter. It is postulated that the air coming through the holes
during a puff flushes the nicotine trapped on the filter into
the smoke stream.
This conclusion was drawn from an~experiment where the
Carlton cigarette was overtipped an additional five milli-
meters thus blocking the holes in~the cigarette paper. The
control Carlton was unchanged; however, both cigarettes were
smoked to the same butt length. The results are summarized

In another experiment, cigarettes containing,carbowax
added to CA filters at the 15% level had no apparent effect
onithe per cent nicotine in TPM.
