. PHILIP MORRIS U. S. A. INTER-OFFICE CORRESPONDENCE RICHMOND, VIRGINIA To: • Mr. H. G. Daniel Date: October 24, 1978 From: . Subject: . M. D. Rosenberg/J. E. John Information on the American Cancer Society In an effort to compile information on the controversy surrounding the actions and funding of the American Cancer Society (ACS), we contacted the Tobacco Institute. Ms. Carole McNally sent several magazine and newspaper articles on the ACS which are enclosed for your review. These articles discuss the ineffectiveness of the curative approach to cancer which is vigorously pushed by the ACS and the National Cancer Institute (NCI) at a time when many cancer investigators are proving that the causes of cancer are largely genetic and environmental, and that, in fact, funds should be allocated to basic research and preventive aspects, such as dietary relationships, instead of early diagnosis and therapy. The Breast Cancer Demonstration Project is one example of an ACS-NCI program which was carried out despite the lack of conclusive evidence on the safety and effectiveness of mammography. Other articles point to the huge sums spent by the ACS for "public education" . propaganda programs which assail society with biased information. We also contacted Ms. Joan Mebane in PM New York and requested a copy of her report on charitable organizations, including the ACS. We understand that she has sent this report to you directly. If this report and the articles enclosed are sufficient, we will not continue to collect any further information on this subject at this time, unless further instructed to do so.
