3. IT'S a $500, 000-BUIiLDING ! IT'S $250, 000 of SCIENTIFIC EQUIPMENT ! IT'S a $150, 000 CENTRAL VIRGINIA SCIENCE LIBRARY ! ITS a 30-MAN PROFESSIONAL STAFF ! IT'S ONE POTENTIAL for VIRGINIA to TAKE HER PLACE in the SCIENTIFIC WORLD !, Conceived by the mind, and born from the energy, of Dr. Allan T. Gwathmey, the Virginia Institute for Scientific Research (VISR) was founded, in 1948 by the V'irginia Academy of Science with only a $5, 000 gift from a Richmond businessman. One year later, with a lease from the State of Virginia: for the old Robinson, Building in Confederate Memorial Park, the VISR began active research operati~ons in its own quarters. Today the new VISR building and' equipment are worth three- quarters of a million dollars. It is a private, non-profit, State-aided corporation, governed by a 211-member Board' of Trustees (see Page 1). VISR scientists perform contract research, fundamental laboratory experi- ments, about 50 %o for industrial corporati~ons and 50% for federal agenciies. There is no stabilizing endowment. Over its 18-year history income has corne 77% from contract researchi, 13% from private gifts, and 10'°,?o from an, annual State Appro:- priation. Total 1966 income was: $336, 958. State aid was approximately $101, 000 annually for the first ten, years. It increased' to $20, 000' for the next four years and $410, 000, for the last four years. The extra $20, 000 annually in the last two biennia has gone entirely for a Science Library used by central Virginia industrial and academic scientists and by the general public. This Library is a charter member of the State's TWX library network and handles the major traffic between industrial researchers and the University of Virginia and VPI' libraries.

VISR, a RECOGNIZED RESEARCH INSTITUTE, IS NOW READY for a BIG STEP FORWARD! WHAT DOES VISR NEED from the STATE of VIRGINIA? An appropriation of $100, 000 per year; $25,000 for continuing the Central Virginia Science Library; $25, 000 for general administrative assistance; $50,000 for development of new scientific capabilities in areas of importance to Virginia industrial and academic research interests. This includes attracting new scientists and employing their talents in support of Virginia industrial andacademic programs. _'HOVY WILL ADDITIONAL STATE AID to VISR BENEFIT the COMMONWEALTH? It will provide a stronger financial base from which VISR can participate in graduate-level educational programs being planned for Central' Virginia. It will broaden the capability of VISR research support for Virginia ind'ustry. On the basis of past experience this amount of new appropriations will enable VISR to grow to two and' one half times its present size. VISR, essen- "tially an independent private enterprise, will then be in a more competi- -. tive position with respect to research~ institutes that were initiat'ed primarily frorn public funds in sister States; such as, the North Carolina . Research, Triangle, the Southern Research Institute in Alabama, the Kentucky Spindletop Research Institute, and the new Louisiana Research Institute. It will assist VISR in attracting to Virginia outstanding research scientists and in holding in the State graduates of Virginia schools. It will serve as a concrete demonstration of the State's faith in the future of VISR and will serve as a catalyst for other support from individuals and private foundations which, until now, have not felt that VISR may be as permanent as its competitor research organizations.
