Lawrence Garfinkel was an American Cancer Society official. He did a study which disputed a "Japanese Study" of early 1980s that concluded nonsmoking wives of smokers had a higher cancer rate than the smoking husbands (E. Whelan 1984). In an early 1980s ad, R.J. Reynolds Tobacco Company quoted Garfinkle, out of context, to attempt to prove that passive smoking is not an important health-policy issue. Twenty-one national organizations will sponsor an extraordinary
all-working Conference on Smoking-O._~RHealth at the Waldorf-Astoria
Hotel in New York City November 18-20, 1981. The purpose: to rede-
fine and redirect smoking control activities for maxlmumimpact
and efficiency.
The Honorable Richard S. Schweiker, Secretary of the Dep~rtment of
Health and Human Services, will give the .keynote speech when he
opens the Conference at 1"0:30 AM on Wednesday, November 18. This
will be followed by ~wo full days of Work Group discussion ~o c~-
clude by no~ on Friday. Since ~hls is ~o be an "action-oriented"
Conference, invitations are going only to 20 individuals w~d will
brinE practical expertise in each of nine (9) major potential impact
• areas of smokinE control~ a total of 180 participants. Each area
will be treated in depth; details are outlined in the enclosed flyer.
Dr. ~arrenWinkelstei~, Dean of the School of Public Health, University
of California, and Mr. John Pinney~ Director of the Office on Smoking
and Health~ have recommended to the Conference Steering Committee that
you should be invited to participate wi~h the Work Group that will
deal exclusively with the subject: FETURE STRATEGIES POE TPLE CHANGING
C~GARETTE. A related "State-of-the-Art" Position Paper is presently
'being prepared by Dr. John Holbrook of the University of Utah, which
you will receive along with a de~ailed agenda well in advance of the
Conference.
Each Work Group is expected to develop a plan to further smoking
control in its assigned area. To insure the feasibility and success
of ~he plan, ~he resources needed and ~he s~ructure mus~ be identified.
Each working group's plan will be woven into an overall National
BLUEP~INT FOK ACTION for smoking control.
Please return the enclosed RSVP form at your earliest opportunity
(no later than June 29, 1981) indicating your acceptance of our
invitation. As noted on the form, the ACS is prepared to reimburse
you your expenses, and hote~ accommodations will be arranged as
required.

Unlike many conferences, where participants mainly listen to others deliver papers, the National
Con-
ference on Smoking OR Health will be a working session where experts will deal with key problems and
• issues and then develop a concrete plan for action in the fight against smoking.
WHO WILL PARTICIPATE?
Attendance at the conference is by invitation only. Those invited have been selected either because
they have special expertise in some aspect of smoking control, or because they have a capacity to
get
• things done, to effectuate progress and change in the field by virtue ot their organizational
affiliation or
personal influence.
The American Cancer Society has spearheaded the planning and coordination of the conference, in
cooperation with 20 other national groups, anti,will manage all operational details. All conference
ex-
• penses will be assumed by ACS, including the t'~vel and hotel costs incurred by participants
(except
where an organization prefers to underwriie its r~p, resentative's expenses). There is no
registration fee.
HOW WILL THE CONFERENCE PROCEED?
Following a keynote address by Health and Human Services Secretary Richard Schweiker on Wednes-
day morning, November 18, participants will divide into work groups for analysis of nine priority
areas
where further action can have a meaningful impact on the smoking problem. ~Everyone will have
received a position paper ahead of time to facilitate discu~sion.i On Friday morning, November 2g,

BLUEPRINT FOR ACTION will be developed, based on the~ecommendations of the nine group& which
will specifically identify, mechanisms and resources necessary for implementation.
