Bill 1174 from the State Govern-
ment Committee a~d on the floor of
the House for a vote.
The legislation, which Dawida
introduced early this ye~ar, prohi-
bits smoking in public places and at
public meethigs except in desig-
nated smoking areas. Thebill has
been bottled up in committee since
April 8, 1981.
c~mmoampla~e that most people
refuse to accept the fact that it is a
health har~rd both to the smoker
and to the" person who must
breathe the cigarette smoke of
others," Dawida said.
"People who smoke do
~'herever they feel like doing it and
non-smokem are left to stiffer," he
sdded. ".Public places-are
que_nted by every segment of the
.pop.ulafion from the very young
the very old to p~le'with every
variety of respiratory problem.
These people should be able to go
out in public and breathe air
tmpolluted by c~gsrette smoke.".
Dawida's leg~lation is modeled
kt~er Minnesota's Clear Indoor Air
Act which trust state enacted-
1973, In 1979 Abingto~ Tow~hip
in Montgomery County emm~:i an
ordinance regulating smoking in
public places which is similar to
House Bill 1174.
. "Certainly I don't think the ~ate
has the r~ght to tell an individual
that he or she can't smoke,"
Dawida said, "but the state does
have the right to protect the public
health by limiting smoking in
public places to designated areas."
, Dawida said he would like to hold
hearings on the leg~lation.
."The tobacco lobby has a strong
hold on keeping the bill in com-
mittee," Dawida said, "but ! think
if the-public has an oppor-
tuvdty to be heard" the legishtors
would see there is strong support
for the control of smoki~ in public
