The purpose of the Institute was to defeat legislation unfavorable to the industry, put a positive spin on the tobacco industry, bolster the industry's credibility with legislators and the public, and help maintain the controversy over "the primary issue" (the health issue). - TAN (Tobacco Action Network)

Dear TAN Volunteer:
As friends of the tobacco industry in the State of Harylan.d,
we are, of course, concerned about increasing governmental intrusion
into our personal and private lives,
You may know that the Montgomery County Council will con-
sider legislation at a public hearing on November 12, 1981, 8:00
p.m., County Council Office, the County Offihe Building, 5rd Floor,
i00 Maryland Avenue, Rockville, Maryland, 20850, that would further
restrict or prohibit smoking in certain public places. Restaurants•
seating more than 50 people and workplaces emplgying more than
25 people would come under this legislative prohibition. If enacted,
this legislation would certainly have an adverse economic impact
on Montgomery County, our state, and would further governmental
intrusion into our priyate lives.
Your help is needed in opposing this legislation (Bill No.
55-81). If you agree that it should be opposed,.I woul~ appreciate
your writing to your district representative, ~ ~o~fL~ ,
with copies to be sent to the other six members if possible, in-
dicating your opposition to the legislation. To a~d you, I have
enclosed a list of "Points to Make". Please use your own words i~
telling them of your opposition to the legislation.
Only with all of us working togethercan our rights be pre-
served. If you agree that this legislation should be opposed,
please write to the County Council today. Should you receive a
reply, I would appreciate receiving a copy.

I~ writing to the Montgomery. County Council regarding Bill NO, 53-81,
you can use some of the points listed below, hut please use }-our
words. Additionally, when you write in opposition, please mention the
Bill number, 55-81, indicating your opposition to the Bill, and ask tkem
to see your position and vote "No['.
"POINTS TO MAKE"
(.i) The proposal is unfair, and hard, if not impossible, to enforce.
(2) We already have legislation on the books, there ~s no need for
more restrictJ.ons.
[3) Why are we considering further restrictions when we have no idea
what our present law is doing or how well it is working or if it is even
necessary at all?
(4) "Th4 only real way to deal with an issue in terms of smokers and
non-smokers is through courtesy and common sense, not through more
restrictions.
(5) To amplify the current restrictions would certainly have a nega-
tive economic impact.
(6) It is imprudent to pass legislation whose ends an~ efforts econom-
ically and phys~cally, are uncertain, especially when it is sure to have a
detrimental effect on the community.
(7) I certainly must oppose this legislation since I feel zhe present
law, Chapter 24, already, goes too far.
"(8) Cooperation, not legislation, is the answer. In a country as
progressive as ours, the~e should be no need to legislate ; rather, our
Health Department can carry on its legitimate functions of reporting to
the publicfacts and figures regarding cigareZte smoking and health. So
that the citizenry and the entrepreneurs can make their respective de-
cisions, without governmental interference into their personal and busi-
iness lives.-
(9) Instead of the proposed new restrictions, why not amend present
laws to be totally voluntary in nature.
