Among the brand offered, besides Philip Morris, were Blues, Cambridge, Derby, and a ladies favorite name for the London street where the home companies factory was located - Marlborough.- R.J. The Citizens Campaign A~Bainst Bootleg Cigarettes is sponsored
by the Tobacco Tax Council, a non-profit research and lobbying organization
which represents major cigarette manufacturers who are supporting and funding
the campaign. The sponsoring cigarette manufacturers are Brown & Williamson,
Liggett Group, P. Lorillard, Philip Morris, and R. J. Reynolds.
The motive for the cigarette manufacturers in supporting this cam-
paign to get the tax on cigarettes reduced is, quite simply, that the cigarette
manufacturers feel that Organized Crime's control of the market in New York
threatens their distribution system and ultimately the free market economy
in which they operate. They are not concerned with increased profit or the
selling of more cigarettes. The manufacturers receive the same amount of money
for their pr.oduct no matter where they sel-I the cigarettes -- or. to whom. It
is firmly established that demand for cigarettes is stable as to the effect of
s~all changes in price and there will be roughly the same number of cigarettes
sold if the tax were cut even sub~tantially. They fear that, if the New York
tax structure continues to encourage cigarette bootlegging, in a very few years
bootleg sales will be the ~ sales in the state. They are concerned for
the effect of this on their customers -- the wholesalers and retailers, and
the smoking public.
