Abstract
The special projects director is responsible for the development and execution of public relations activity which supplements and extends the activities for which responsibility is assigned to the publications and communications directors. Tasks vary widely, from documentary research to film production to advertising promotion to personal documented communication.

TITLE: Special Projects Director (Public Relations]
INCUMBENT: Vacant
SUMMARY
The special projects director is responsible for the
development and execution of public relations activity
which supplements and extends the activities for which
responsibility is assigned to the publications and
communications directors. Some aspects of the activity
are of an occasional or non-recurring nature, while others
are continuing. Tasks vary widely, from documentary
research to film production to advertising promotion to
personal documented communication. The director must be
aware currently of Institute policies and activities and
of external events which impinge on them.
Ideally, the director should have extensive experience in
public relations work.
The director reports to the conumunications director.
PROFESSIONAL REQUIREMENTS
The special projects director must hold a bachelor's degree
and ideally has earned post-graduate credits in areas of
social sciences, linguistics and the humanities. The
director should have had a minimum of ten years of experience
full time in corporate, governmental or non-profit organi-
zational public relations assignments, involving a full
range of public relations work.

Beneficiaries of expertise: The staff of The Institute, its
committees, member companies and related organizations and
individuals.

Review of publications, speeches, reports, memoranda and
continuous cooperation with other members of The Institute
staff.
NATUR~ AND SCOPE
In the present and developing mission of The institute, the
special projects director accepts assignments as well as
seeks opportunities for maximum application of its resources
to assist in fostering objective public opinion of tobacco
products and their users. The director must be or become
intimately familiar with the public activities of the tobacco
industry, its problems in public affairs and public opinion,
and the many diverse views and their sources, bothinside
and outside the industry, about th~ solutions.
The director must be prepared to act quickly, responsibly
and without minute supervision in the development and
execution of communications projects; must view the position
as one of constant learning and application; must be sensitive
to the requirements for cooperation with persons inside and
outside The institute and must be prepared for occasional
unusual demands with respect to work load and time on the job.
PRINCIPAL ACCOUNTABILITIES
Stay abreast of the communications objective of The
Institute.

Be personally responsible for the completion of tasks
assigned by the communications director, and for the
assignment of tasks to the media relations director.
Maintain professional qualifications and professional
contacts.
Prepare special information packages ~or individuals who
visit or otherwise contact The Institute.
Respond to corporations and other organizations which
attack or support the tobacco industry, tobacco users or
The Institute itself.
Produce and promote films; coordinate their~distribution
and, in cooperation with the Administration~Department,
oversee their inventory and maintenance.

Respond to mail received from the public concerning
advertising by The Institute; promote such advertising
before and after publication.

resource persons in project development and execution,

Assist in development of TAN volunteer participation in
media responses, in cooperaaion with the national TAN

Assist in preparation of public relations department
plans and budget proposals.
Prepare and distribute Institute news releases based on
TOBACCO OBSERVER stories, research projects, staff speeches
and special projects.
