Abstract
Increased number and quality of TI Washington media contacts. Specifically, personally met, and had follow-up contacts with, most print journalists who regularly cover tobacco issues, including reporters from the Associated Press, United Press International, U.S. News & World Report, Washington Post, New York Times, Washington Times, Raleigh News & Observer, Louisville Courier-Journal, Knight Ridder newspapers, Media General newspapers, States News Service, and the Wall Street Journal (NYC and Atlanta).

ACCOMPLISHHENTS -- 1982
Increased number and quality of TI Washington media
contacts. Specifically, personally met, and had
follow-up contacts with, most print journalists
who regularly cover tobacco issues, including reporters
from the Associated Press, United Press International,
U.S. News & World Report, Washington Post, New York
Times, Washington Times, Raleigh News & Observer,
Louisville Courier-Journal, Knight Ridder newspapers,
Media General newspapers, States News Service, and
the Wall Street Journal (NYC and Atlanta).
Handled media activities surrounding release of the
1982 Surgeon General's report and three Congressional
hearings.
• Established working relationship with editors of major
tobacco trade journals.
Initiated start-up of print placement plan for TI
speakers to establish contacts with editorial page
editors.
GENERAL OBJECTIVES -- 1983
i. Establish personal contacts with assignment editors
and reporters at the major Washington television and
radio bureaus.
2. Maintain and expand Washington print contacts.
3. In June, execute tobaccoland tour -- from' seed to
smoke -- for small group of key Washington- and
New York-based journalists.
4. Seek local printcoverage for TI speakers, augmenting
editorial page editor meetings.
5. Explore feasibility of developing, with the involvement
and cooperation of the States Activities Dept., a
TAN activist letter writing corp in key metropolitan
areas. Goal would be to establish manageable group
of identified activists who can be trained and coached
to respondquickly to negative tobacco coverage in
print media through letters-to-the-editor.
FIRST QUARTER OBJECTIVES
I. Successfully execute media plan for TI response to the
1983 Surgeon General's report.
Z. Begin planning and preparation for June tobaccoland
media tour.

The following are proposed actions for TI media relations
program during 1982.
G OAL :
Increase number and quality of TI Washington media contacts
during 1982. Specifically, concentrated effort to be made
toward establishing and/or maintaining among TI staff at
least one, good, ongoing contact at the following news
organizations: Associated Press, United Press International,
ABC News, CBS News, NBC News, Washington Post, New York
Times, Wall Street Journal, Los Angeles Times, TIME, NEWSWEEK,
and U.S. NEWS & WORLD REPORT.
PROPOSED ACTIONS:
Conduct inventory of existing TI staff contacts at
targeted organizations to identify needs and areas
of strength. Inventory to be updated and reported
on a quarterly basis using attached form. Inventory
to be completed by February 12.
Director of Media Relations to become actively involved
in (or identify opportunities for other TI executives
to become involved in) Washington media-related organ-
izations: National Press Club, Radio/Television News
Directors Association, Washington Press Club, Public
Relations Society of America, and International
Association of Business Communicators, for example.

Director of Media Relations to begin initiating, or
arranging for other TI executives, informal meetings
with members of the Washington press corp. Seek
assistance from agency and third parties.
Director of Media Relations to initiate and maintain
ongoing dialogue with other Institute departments
to obtain information that might be useful to media
contacts.
Second Quarter:
I. Update and report inventory and activities.
Third Quarter:
i. Update and report inventory and activities.
Seek vehicle and conduct TI "news event" or briefing
for Washington media. (Possibly arrange "tobaccoland
tour", including growing areas and manufacturing plants,
for selected Washington media reps.)

Fourth .Quarter :
1. Update and report inventory and activities.
2. Evaluate program and set goals for 1983.
3. Initiate TI Christmas party for Washington media
similar to that given by Federal Relations Staff.
ADDITIONAL RECOMMENDATION:
Explore possibility of hosting Washington dinner parties
for top-level TI and member company executives with
Washington bureau staffs of TIME, NEWSWEEK & U.S. NEWS
& WORLD REPORT.
