Attached you will find a summary of my Second Quarter activities and a six-month review of our 1982 media contact plan.

It is the policy of The Tobacco Institute to maintain a sound salary administration program with which to administer salaries in an equitable manner. The Institute will recruit, select, train, promote, compensate, transfer, discipline and release employees, and take any and all other personnel actions without regard to employee race, color, age, creed, sex, nationality, religion, marital status or handicap.

Earlier this year Mr. Chilcote announced certain changes in The Institute policies dealing wi'th salary administration. In this regard, I have enclosed replacement pages 1-6 of the Personnel Practices section of your Employee Manual.

The attached interview, "Last-Minute Tips for Your Summer Vacation," featured TIA President Bill Toohey in a recent issue of U.S. News and World Report, a newsweekly magazine with 9 million readers.

Attached you will find a summary of my activities over the period January through March.

Increased number and quality of TI Washington media contacts. Specifically, personally met, and had follow-up contacts with, most print journalists who regularly cover tobacco issues, including reporters from the Associated Press, United Press International, U.S. News & World Report, Washington Post, New York Times, Washington Times, Raleigh News & Observer, Louisville Courier-Journal, Knight Ridder newspapers, Media General newspapers, States News Service, and the Wall Street Journal (NYC and Atlanta).

I have a reservation for an Ocean City condo June 4-13. Would plan to be back in the office on the 14th.

This year, we will be making a concentrated effort to either get to know, or renew, Washington media contacts. Twelve media outlets have been targeted for special attention.
