Smoking will ha banned in most areas of
county-owned buildings, the Dane County Board
decided Thursday night.
With some exceptions, supervisors voted, 26-14,
to ban smoking in the City-County Building, the
county Exposition Center, other county offices,
county vehicles used by more than one person and
many areas of the Dane County Regional Airport.
Beginning June 1, smoking will be permitted in
the jail but not at the Ferris Huber Center. In
• areas the county shares with city of Madison. the
ban is subject to city council approval. Vielators
will be subject to tines of $5 to $25 per violation. • ~.:
• The vote on the proposal by Sup. Judy Rced,~'l:
20th District, Madison, came after more than two
hours of vociferous debate on a tlurry n, amend-~,
ments. .... {'~
• Sup. Shary Bisgard, 19th District, Madtson,'pr~[
poged that smoking areas be designated on ~ehl~

" Bu~ Sup. Ronald Stel~ofer, 3rd District
son, held a distinctly different view. '
"How would smokers feel if I urinated on their "1
leg?" he asked. "Became that's basically "how I
feel about it."
Sup. Earl Brieker, 9th District, Madison, said he
had smoked for
• "The right to smoke does not exist," he said. "In
my opinion, public health supersedes the, right to
smoke."
Bisgard's amendment was voted down along
with other amendments to ban smoking in the jail
and to allow smoking in the Huber Center.
Belore the board discussion, supervisors heard
from citizens about the issue.
Dr. Patrick Remington, of Madison, represent-
ing the American Cancer Society, said the ban
"will help smokers kick their habit and wilt help to
clear the air."
But smoking advacate Carol Thompson, of
Madison, said smokers are treated unfairly.
"The anti-smokers have turned 50 million peo-
ple into a group of second-class citizens," she said.
"People should be appalled by the venomot~ slura
against smokers."
In other business, the board:
• Approved a $450,~00 design contract with the
Durrant Group for the new minlmum-security
Dane County Jail, although a site has n~t been ~-
l~cted.
• Au~riz~d a e~atraet with Ot~eratt~n Fresh
