Among the brand offered, besides Philip Morris, were Blues, Cambridge, Derby, and a ladies favorite name for the London street where the home companies factory was located - Marlborough.

WEEK OF MAY 18 - 22, 1987
LEGISLATIVE ACTIVITY
The week was spent in Dallas working on the monitoring the
briefcase study. My activities included meeting daily with
the members of the testing team and Dr. Guy Oldaker, of R.J.
Reynolds, to review the day's test and give directions to the
testers for the next day's business locations; confirming the
next day's test sites with the business contacts; arranging
new restaurant test sites in areas not covered by smoking
ordinances and actually delivering testers to business and
restaurant test sites because of their lack of knowledge of
the Dallas area.
Attended the city council meeting in Tyler at which a public
hearin~ was held on a proposed smoking ordinance. Prior to
the council m~eting I spoke with the city attorney and city
manager to ascertain what action the council would take after
the public hearing. As they indicated the council will hold
another public hearing on July 10. After the meeting I met
with several local TAN volunteers from Philip Morris and Brown
& Williamson who had attended the hearing. It was a~reed that
each of the TAN members would contact their respective eouncll
members to determine their position on the proposed ordinance.
Two of the volunteers also agreed to make contaot with the
local chamber of commerce to try to stir some aetlvlty from
them. The sales representatives were also to begin contacting
their retail accounts and local distributors. I also
contacted the two major cigarette distributors from Tyler.
They agreed to contact the mayor prior to the council meeting
and try to get a commitment from him to at least put off a
vote on the proposed ordinance.
I spoke with J.E. Younger, Mayor of San Marcos, Texas. The
local health organizations have petitioned the city council to
pass a smoking ordinance. Younger wanted The Tobacco
Institute to participate in the public hearing on July 22. I
assured Mayor Younger that the Institute would be well
represented at the hearing.

Met with the Dallas local counsels regarding a proposed
workplace smoking ordinance in that city. Each of our local
counsels have been contsctlng the members of the city council,
the city manager and the six area chambers of commerce. At
this point there does not seem to be a great deal of support
on the city council for an ordinance that would affect the
workplace. Also, all of the area chambers of commerce have
agreed to at least pass resolutions and write letters to their
council members stating their opposition to the proposed
ordinance. The city manager has told our group that while he
is aware the ordinance he has not read it and does not
anticipate it being considered by the council while they are
presently in their budgetary considerations.
Met with Robert Staluka, Executive Director of the National
Federation of Independent Business. Robert gave me the names
of his directors in the Dallas area who can be expected to
help us on the proposed workplace ordinance.
Met with Gaylord Armstrong on Monday's hearing before the
House Public Health Committee on Senate Bill 932, (This bill
would allow the State Health Department to establish rules and
regulations for clean air in all private and public
buildings). Gaylord and I reviewed the material sent by John
Rupp, of Covington and Burllng. (The Committee heard the bill
and left it pending).
