Abstract

I. Get O.K. for restaurants to increase smoking section from 1/3 seating capacity to 50% if demand calls for it. 2. To eliminate requirement for "activated charcoal filtration systems", get 'general' standards for existing systems. 3. Loosen work place requirements to allow reasonable smoking areas for employees and customers.

Significant Legislative Activity o Rancho Mirage, CA: Material sent during past week, current strategy is to meet with Mayor on Tuesday to obtain following concessions: I. Get O.K. for restaurants to increase smoking section from 1/3 seating capacity to 50% if demand calls for it. 2. To eliminate requirement for "activated charcoal filtration systems", get 'general' standards for existing systems. 3. Loosen work place requirements to allow reasonable smoking areas for employees and customers. We hope to get indication of support from Mayor on this - - if yes it could require another first reading at May 21 hearing, if he won't go we're prepared to do news releases and turn out the people for Thursday hearing. Attached is the speaker llst from May 7 hearing, sixty people testified, thlrty-elght on our side. Also, see attached Kantor paper for Rancho Mirage. o Cyprus, CA: City council discussed smoking restriction ordinance following Orange County passage of their ordinance. Council directed staff to work on draft. Target date back to council is June 8. o:Siml Valley, CA: Attached ordinance which has passed first reading and goes for final vote May 18, to be effective 30 days thereafter. Workplace regualtions "loose" by today's activities. No real opposition from local business community. NOTE: No roll call taken on first reading introduction, roll call on second reading. o Orange County, CA: Attached is Randy Smith invoice, have not used him since ordinance passed. TI19810160

May 19, 1987 MEMORANDUM TO: FR OH: RE: George Minshew Bill Tr islet Aotlvities Report and Legislative Update Region III - May 4, 1987 thru May 15, 1987 ILLINOIS STATE ISSUES HB-20/SB-3?4 We requested that SB-374 be added to the IL HB-20 Action Request. Permission was granted and a total of 498 letters were mailed to all TAN members on May 11, 1987. A copy of the letter is on file at Washington headquarters. HB-20 has passed 2nd reading and is now ready for 3rd reading which must be on the floor by May 22, 1987.. Therefore we are expecting it to be called sometime the week of May 18, 1987. LOCAL ISSUES Skokie, Illinois Irwin Jann, our Chicago counsel, was contacted on May I, 1987 by this office. Mr. Jann talked to the mayor who stated we would need counsel for this ordinance. We will continue to plan for the public session hearing on June I, 1987 before the Village Board. Dupage County, Wheaton, Illinois Dr. David Weeks did attend the meeting on May 6, 1987. His report was that there were only two commissioners present and both were anti-tobacco. No action was taken at this meeting. Dr. Weeks' opinion is that this county will try to initiate some kind of an ordinance or resolution. A meeting will be held on May 27, 1987 before the sub-committee of the county board for a decision on policy recommendations. We will monitor through Debbie Hess and Kenneth Lahner. TI19810161

Weekly Aetlvities and Legislative Update Bill Trisler Page Two OHIO STATE ISSUES HB-171 After communication with Pete O'Grady, our Ohio counsel, it was decided to move forward with a letter wrltinE mobilization. On May 12, 1987 at total of 651 letters were mailed to all TAN members. Alternative revenue sources could be reviewed by the Senate Finance Committee approximately May 21, 1987 and if any of these sources are adopted our chances of cigarette tax rising from the present 4-cents in this bill are less likely. SB-5 1 The amendments for this bill were accepted on May 6, 1987. It now goes for 2nd reading. An analysis was .received from C & B and forwarded to our Ohio counsel. Copies are on file with Walter Woodson. The chairman plans to move this bill onto the floor approximately May 28, 1987. LOCAL ISSUES Canton, Ohio On May 4, 1987 Tim Foley, Assistant to the mayor was contacted by this office. We discussed that he and the mayor wish to recognize labor concerns. We suggested the case of the "Commonwealth of Pennsylvania vs Pennsylvania Labor Relations Board". There will be a hearing on May 21, 1987. Dr. Jack Peterson will be our scientific witness and Mr. Steve Binnie from ACVA will testify on our behalf. Local counsel, Alicia Wyler, from the firm of Day, Ketterer, Raley, Wright & Rybolt has been employed to be our counsel for this issue. FEDERAL ISSUES This region employed David Scheler to start a phone bank, which was approved by George Minshew, on this program for Illinois, Michigan and Ohio. This program was completed on May 15, 1987. We also contacted our wholesalers of the IATCD, MTCDVA and OATCD and ask for their assistance in generating letters and calls to the members of the House Ways and Means Committee. Weekly Aetivities and Legislative Update Bill Trisler Page Four MISCELLANEOUS ISSUES Regional Director Interviews On May I, 1987 Regional Vice President interviewed Mr. Bob Pruett for this position. A resume was given to George Minshew. On May 12, 1987 Mr. Minshew traveled to the Region III office and held an interview with Mr. Pruett. On May 15, 1987 an interview was set up with Mr. Steve Bebee for May 18, 1987 at 9:00 a.m. There were several attempts to contact Mr. Bebee before this date, however he was on vacation. Mr. Bebee called the morning of May 18, 1987 and stated he had decided, over the weekend, to take another position, therefore interview was cancelled. Regional Vice President continues his search for a person to fill this position. NCSL- Indianapolis, Indiana This office finalized the accommodations for the NCSL for July 26th through July 31st, 1987. Computer Training Mr. Bob Miller of TI was in the Region III office May 6th, 7th and 8th for further computer training. We feel this will be very helpful to our region. Conference Call Regional Vice President participated in a conference call on May 13, 1987 with Roger Mozingo, George Minshew, Hurst Marshall and all Regional Vice Presidents regarding field staff meeting to be held June 7th thru June lOth, 1987. Indianapolis 500 Qualification Day Regional Vice President and Indiana lobbyists attended the first day of qualifications which was hosted by Pat Wilson, Philip Morris USA. We had a very successful turnout. Several senators and representatives were present and all had a "great time.. We appreciate working with Pat and wish to thank her for a "job very well done".
