Local Government Services (LGS) division acquired in
May, 1994. Based in Sacramento, California, LGS is
the only service tracking local legislation and
regulations of 1,500 California cities and counties. All
public hearing and meeting information about issues
of concern is verified and transmitted to clients via fax
or telephone.

Officers and Associates
Corlstance Campanelia is President and CEO of Stateside Associates. A veteran of over 16
years of state and federal issue management experience, Ms. Campanella has managed
Stateside's growth into one of the leading state issue management firms in the country.
She is a frequent lecturer about emerging state issues and current trends in issues
management and consults with clients regarding strategic problem-solving, crisis
management, legislative and regulatory issue campaigns, grassroots program development
and lobbyist management.
Prior to establishing Stateside Associates in 1988, Ms. Campanella served as Executive
Director of the American Legislative Exchange Council from 1985-1988. She earlier
worked as Special Assistant to the U.S. Deputy SecretaTT of Transportation, as Chief
Legislative Assistant to a Member of Congress and as Intergovernmenta] Affairs Officer of
a federal agency. She is a member of the Board of Directors of the Washington Area State
Relations Group.
Marlill F. Collnor, ESQ. is Chairman of Stateside Associates, of which he has been a Principal
since 1989. Mr. Connor concentrates on issue and coalition management, having
managed business coalitions dealing with consumer protection, employment,
environmental, health, safety and trade issues. I[e currently manages the American Tort
Reform Association, a coalition of approximately 400 companies, trade associations and
professional societies working to reform the civil justice system through state legislation
and public education.
M r. Connor practiced law in Cincinnati, Ohio, before joining General Electric Company
as counsel to its aircraft engine business. He became GE's Public Affairs Counsel, at its
Fairfield, Connecticut headquarters, in 1977 and its Washington Counsel in 1980.
Samuel B. Will, Ill, Esq. is Senior Vice President and General Counsel of Stateside Associates.
A Principal of the firm since 1989, Mr. WiLt consults with clients about a broad range of
state legislative and regulator}, issues, with emphasis on civil justice reform and coalition
management.
Mr. WiLt has practiced law for 30 years, beginning in Richmond, Virginia and moving on
to Brussels and London where he worked for ten years as counsel to an affiliate of Bechtel
Engineering and as [".uropean Counsel and Director of Finance for General Mills Europe.
He then returned to the United States to become General Counsel of R.l. Reynolds
International operations. Hc was later elected Vice President and General Counsel of R.J.
Reynolds Tobacco Company and then Vice President, Special Counsel of RJR Nabisco.
He joined the North Carolina law firm of Womble Carlyle Sandridge & Rice in 1989
where he was a partner tbr four years before leaving to devote full time to Stateside
Associates. During the last ten years Mr. WiLt has concentrated on state legislative
matters, including the organization and management of coalitions working to restore
balance in the civil justice system and addressing anti-product, environmental initiatives.

partner in the Wilmington, Delaware law firm of Bayard, Handelman and Murdoch. A

AIily B. F~lll/ffler is Vice President and a Corporate Officer of Stateside Associates. Ms.
Fattlkner
began her state policy career as an assistant to the Speaker of the Idaho House of
Representatives. She then worked for the American Legislative Exchange Council in several
positions, including as Staff Director for two Task Forces and as Meeting Coordinator for the
1987 Annual Meeting. Ms. Faulkner later worked for the Idaho Department of Employment as
a Consultant and in an administrative capacity with a Pennsylvania manufacturing firm.
Since joining Stateside Associates in 1989, Ms. Faulkner has had primary responsibility for
development and management of the Information Services Division, which provides the
Legislative Monitoring, Regulatory Forecastings~l and Localities Monitoring services.
Ms. Faulkner also coqsults with clients about various Issue Management programs. She has
developed strategic plans for client liaison with state official organizations like the National
Conference of State Legislatures and managed educational campaigns with NCSL and similar
organizations regarding alternatively-fueled vehicles, rental-purchase and other client issues.
Michael J. Behm came to Stateside Associates from the State Governmental Affairs Council
(SGAC), where he helped plan annual conferences tbr state government relations professionals.
Prior to his experience with SGAC, Mr. Behm was a Field Coordinator tbr a grassroots
lobbying firm. Mr. Behm gained hands-on legislative experience in positions with both the
Ohio House of Representatives and the U.S. House of Representatives.
Mr. Behm began his Stateside~career in 1990, providing Legislative Monitoring for clients, tie
was responsible for the initial development of Stateside's proprietary Regulatory ForecastingsM
service. Due to the growth of the service, Mr. Behm assisted in the restructuring of the
Information Services division in 1993 and moved to the Regulatory ForecastingsM team. In
1993, he was promoted to the position of Director, Regulatory Information Services.
In addition t6 providing Regulatory ForecastingsM, Mr. Behm has managed several special
regulatory projects on behalf of Stateside"':clients. In 1993, he organized a seminar for state
legislators regarding federal clean air mandates. He has also prepared a 30-state regulatory
comparison of a client's product and its competitors.
Mr. Behm has been invited to lecture about various state regulatory issues and to serve on state
advisory boards. He was selected as a judge for the 1993 National Environmental Negotiations
Competition at the University of Richmond.
Mallhew J, Krcelic came to Stateside Associates from the Pennsylvania House of Representatives
where he worked as a Legislative Assistant to the Chairman of the Agriculture and Rural Affairs
Committee. Mr. Krcelic's responsibilities included briefing the Democratic Caucus on
agricultural legislation and serving as the Chairman's Research Analyst for Committee issues.
Prior to being selected for his current position, Manager, Legislative Information Services,
Mr. Krcelic provided Legislative Monitoring and Regulatory ForecastingTM services to Stateside~
clients while managing several special projects. Mr. Krcelic is the Project Director for The
Working Group, an industry coalition created to address state initiatives that would restrict
products. Mr. Krcelic has been a featured speaker at state trade association meetings and has
coordinated a coalition to counter attacks on the use of green glass in packaging. He is also
responsible for managing client liaison programs with the Council of State Governments.

Associates
Mark D. Andersnu, Esq. received his J.D. from The National Law Center of The George
Washington University with a concentration in environmental law. He is a member of the
Virginia Bar. Prior to joining Stateside Associates, Mr. Anderson worked in the Environmental
Enforcement Section of the U.S. Department of Justice. In that capacity, he researched and
wrote memoranda and trial briefs for cases involving several federal environmental statutes,
including RCRA, CERCLA and the Clean Air Act. Mr. Anderson has also served in a legislative
capacity on the staff of New Hampshire Congressman Dick Swett.
As a member of Stateside's Regulatory Forecastings~ team, Mr. Anderson informs Stateside~
clients about emerging regulatory activity for a broad spectrum of environmental, health and
safety issues. Mr. Anderson has managed several state regulatory trends projects for Stateside®
clients, including a 50-state assessment of voluntary site remediation programs and a
comparison of waste generator requirements.
I~ic01e M. Ai~stin served as the Research Analyst to the Pennsylvania Legislative Black Caucus
(PLBC) in the Pennsylvania House of Representatives. Her responsibilities included drafting
legislation, coordinating legal support for legislative projects and working with the National
Conference of State Legislatures and Council of State Governments. Prior to this, she worked as
an Intern for the Pennsylvania Chemical Industry Council and served as a Law Clerk on a
special project for the Pennsylvania Newspaper Publishers Association. She also served
consecutively as an Intern and Summer Associate for Buchanan Ingersoll, P.C.
Ms. Austin provides Legislative Monitoring to Stateside%lients.
Mary M. Bachkosky, Esq. received her J.D. from The American University, Washington College of
Law and is a member of the Maryland Bar. Prior to joining Stateside~, Ms. Bachkosky was a law
clerk at the American Petroleum Institute, where she researched and drafted memoranda
regarding federal environmental issues, including CERCLA, RCRA, OSHA, NEPA, TSCA and
the Clean Air Act. She also prepared reports regarding state environmental issues. Ms.
Bachkosky has also held positions as a Legal Assistant with a Washington, D.C. law firm and as
a Research Assistant at the Washington College of I.aw.
Ms. Bachkosky provides Regulatory Forecasting~* to Stateside®clients.
Br|an R. Besanceney gained state legislative experience working for a member of the Ohio House
of Representatives and as an assistant to the President of The Ohio State University, where he
was responsible for monitoring legislation affecting the University. Mr. Besanceney also served
as an intern to the U.S. Agency for International Development and as a consultant to the
International Science and Technolog3, Institute.
Mr. Besanceney provides Legislative Monitoring to Stateside* clients.
Linda M. Couch worked as a Research Fellow in the Office of Legislative Research for the
Connecticut General Assembly. In this capacity, she provided research and analysis for
legislators regarding a wide range of issues under consideration by the legislature. Ms. Couch
holds a Master's degree in Public Administration from the University of Connecticut where she
worked as a teaching assistant.

M~C0 A. ~alllb~rardi~o came to Stateside Associates from the New York State Senate, where he
worked as a Legislative Assistant monitoring congressional activity in the Senate's Washington,
D.C. office. Earlier, he served as an intern in the district office of a N.Y. State Senator and
gained political experience working on a number of successful county and state campaigns.
Mr. Giamberardino holds a Master's degree in Public Administration from The George
Washington University School of Business and Public Management with a concentration in the
management of state and local governments.

$1~a~ J. Kus|sk, ~q. received her J.D. from Pace University School of Law with a concentration
in environmental law. She is a member of the Massachusetts Bar. Prior to joining Stateside
Associates, Ms. Kusiak worked in the Environmental Defense Section of the U.S. Department
of Justice where she assisted in the litigation of Clean Water Act and CERCLA enforcement
actions. Ms. Kusiak also worked for the Natural Resources Defense Council where she litigated
RCRA and Clean Water Act citizen enforcement actions. In addition, Ms. Kusiak clerked for
the law firm of Manatt, Phelps, Phillips & Kantor.

Sally A. McCarthy served as a legislative aide to the Maryland House of Delegates and as an
intern for two Members of Congress. She has been a member of the Information Services
Division of Stateside Associates since 1992, where she first managed the final editing,
preparation and distribution of client reports. She was promoted to her current position as a
legislative Associate in 1993.

Abigail D, MeHin, Esq. received her I.D. from The National Law Center of The George
Washington University. She is a member of the Maryland Bar. Prior to joining Stateside
Associates, Ms. Mellin served on the staff of the U.S. House of Representatives Ways and
Means Committee, where she was a Research Assistant for a Member of Congress. She
previously worked as Program Coordinator for the Fund for American Studies and as a
Research Assistant for the Congressional Sunbelt Caucus. A Houston native, Ms. Mellin earned
state legislative experience on the staff of a Texas State Senator.

Cllgi~llla W. 0tl, r~i. received her I.D. from the College of Law at Syracuse University. She is a
member of the New York Bar. Before joining Stateside Associates, Ms. Ott was an intern with
Senator Daniel Patrick Moynihan of New York, where she focused on NAFTA and medical
legislation. Ms. Oft has also held positions as a Law Clerk for a private attorney from New
York, Student Attorney for the Public Interest Law Clinic at Syracuse University and Assistant
Clerk for the Ellery Town Court in New York, where she assisted the Town Justice.
